Capital in the Twenty-First Century is written by Thomas Piketty, professor at the Paris School of Economics, & translated in English by Arthur Goldhammer. It's Financial Times & McKinsey Business Book of the Year.

As per the book jacket, Piketty (in Capital in the Twenty-First Century) shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality - the tendency of returns on capital to exceed the economic growth - today threatens to generate extreme inequalities that stir discontent and undermine democratic values.

But economic trends are not act of God. Political action has curbed dangerous inequalities in the past, Piketty says, and may do so again.

Sounds quite optimistic! Right?

In Working Out Of The Box, Aparna Piramal Raje, the book jacket says, gives us an intimate peek into the lives of forty progressive leaders by exploring the connections between their workplace and their working styles. Capturing quirks, individual style of working, motivation and leadership traits, and tracing the patterns exhibited by these leaders, she unravels their defining qualities and explains how they reflect in their workplaces. I couldn't resist myself from reading the profile of Babasaheb Neelkanth Kalyani, Chairman & Managing Director of Bharat Forge. In the last century, before specialising in Pune real estate advertising, I was closely associated with Kalyani Group. For a couple of decades Bharat Forge was using corporate logo designed by ex-partner Prakash Thombre.

The Modi Effect - Inside Narendra Modi's Campaign to Transform India - is written by Lance Price. Former BBC correspondent & 10 Downing Street communication expert. Price was granted exclusive access & was given complete freedom to tell 'Modi's Rise to Power'.

Homeowners to Own & Professionals to Manage

"Special Township is not a private kingdom of a builder. Special Township means the decentralization of urban infrastructure. Government of Maharashtra itself has given permission to a private builder to develop this infrastructure for the growing urban middle class population. Besides developing - managing this infrastructure is the responsibility of a private developer. As a developer of Nanded City Pune, my job is to mange this infrastructure more efficiently and more democratically". Mr. Satish Magar said.

After the recent 97th amendment to the Constitution of India, formation of a Co-operative Society has become a fundamental right of any Indian citizen. It means that no builder can refuse or avoid to form a co-operative housing society.

As it is, generally, good builders in Pune form a co-operative housing society, do the conveyance and get out of that project. Are the developers of special townships - Nanded City Pune, Blue Ridge, Life Republic - going to do the same? I was curious to know.

As usual, the flat agreements of these special townships have given all decision making powers - about formation of co-operative society and conveyance of ownership rights - to the developers. Now, nearly after a year, though the developers of Nanded City Pune & Blue Ridge Hinjewadi have given possession of a few thousand / hundred flats, they haven't taken a decision or any action. So, there is a confusion. Are these unit holders - 'property owners' or tenants of builder?

Besides the status of a unit holder - I was also curious about the future of these townships. So, I requested Mr. Satish Magar to share his plans about management of Nanded City Pune (www.nandedcitypune.com).

Infrastructure Management:


First, Mr. Satish Magar told me the difference between a general housing project and the special township -

When a housing project is in a municipal corporation limit, infrastructure services are owned and supplied by the local government - PMC / PCMC. So, the responsibility of a co-operative society of a housing project in municipal limits is limited - the houses, buildings, open spaces & their plot of land.

Whereas, a special township is not a housing project. A special township is an infrastructure project. The ownership & responsibility is not only limited to houses. You also own infrastructural services. You own water, power, safety - security, fire fighting, drainage - waste management systems and other essential & basic civic services like medical, education, shopping.

"So, as a developer of Nanded City Pune, my job is to see that this infrastructure is managed more efficiently and more democratically," said Mr. Satish Magar.

Infrastructure Management System:


We all know Mr. Satish Magar for 'Farmers Direct Investment - FDI'. A revolutionary concept developed by Mr. Satish Magar. Because of Mr. Satish Magar, instead of selling their land to the builders, the farmers themselves became developers & builders and Magarpatta City was born. Which became a pattern of urban development - on which Government of Maharashtra formulated 'Special Township Act'. Now, Mr. Satish Magar was telling me his ideas about the management of his special township Nanded City Pune.

"To manage infrastructure spread over 700 acre - you need a system. Proven infrastructure management system. Which I am developing and fine-tuning for the last 10 years at Magarpatta City. The same infrastructure management system will manage Nanded City Pune," pointing at his laptop Mr. Satish Magar said.

Some 2,000 people work in different divisions which look after property management, safety - security, water, power, waste management services of Magarpatta City. In 'real time' the status of these services are available to Mr. Satish Magar.

At a frequent intervals," Mr. Satish Magar said, "the meetings are held - basically to reevaluate policies, otherwise, the system runs on it's own! This infrastructure management system is my creation & asset - which will be implemented at Nanded City Pune"

Nanded City Pune will have proven infrastructure management system - plus lot more systems will be automated. For example, paid water and power meters will help Nanded City Pune to mange water & power supply more efficiently. The management will have actual data of consumption and requirement of water & power.

"To manage these infrastructure services - you need professionals. Which we are training in house - at Magarpatta. Who will manage the infrastructure of Nanded City Pune," Mr. Satish Magar said.

Infrastructure Management Company:


"Professional management performs well in the corporate culture. So, I am going to form a company to look after the management of infrastructure of Nanded City Pune!," said Mr. Satish Magar.

"Company Raj!," words came out my mouth.

"Yes! To manage infrastructure of this size - you need impersonal - professional corporate management. Which will assure that the township will run well for the next 100 years. Even if Satish Magar is not there. My job is to establish an efficient management system which will offer good quality of life not only to the present residents but also to their next generations," said Mr. Satish Magar.

"Management is fine - but what about the ownership of township? This is not an animal farm!," I said.

"Of course, the residents will own this company! The professional management will be answerable to the owners - the residents of Nanded City Pune. It will be governed as per company law. Each unit holder - flat owner - will get one share in this company. This is the best way to manage infrastructure of this size democratically and efficiently," said Mr. Satish Magar.

"You also need funds to manage the infrastructure of this size. What will be source of funds? Only one time maintenance given by the property buyers?," I asked.

"No. One time maintenance is not enough. I call it cross subsidy - besides one time maintenance - the company will get revenue from commercial lease rentals. As I do at Magarpatta," said Mr. Satish Magar.

"You mean to say that like Magarpatta - the company will be the owner of residential as well as commercial part of the township?," I asked.

"You can't divide a special township into two pieces - commercial & residential. It's one - integrated - infrastructure project. So, this company will develop it's own streams of revenue. Developing streams - sources - of revenue is very essential for the survival - sustainability - of the township. Because supplying water, power and other essential services can't be your source of income. If you sell these services at profit - homeowners can't afford to live in your township. So - 'Revenue Generation Engine' is essential to run this train," said Mr. Satish Magar.

"I know a couple of trains - but I don't know anything about their 'revenue generation engine' or about their 'engine driver'! Some times, I fear what will happen if any train is derailed?," I said.

"Don't worry. Every builder who ventures into this kind of development must have some business model which will help the township to sustain and prosper. If any township fails - don't worry - state government will take over the management of this infrastructure - because special township is just 'decentralization' of urban infrastructure - it's not a private kingdom!," said Mr. Satish Magar.

Owner or Tenant?

Are you an "Owner" or the "Kirayedar - भाडेकरू" of Special Township?




"I don't understand why property buyers pay such a huge amount to become a tenant of Blue Ridge, Nanded City Pune, Life Republic, Amanora!," said Mr. Vijay Kumbhar, RTI Activist and an authority on Special Township Act.

"Tenant? No! Mr. Kumbhar, only Amanora gives their flats on 999 years lease. So, those who pay for a flat at Amanora can be called "Lessee" - "Renter" - "Tenant". At Blue Ridge, Nanded City Pune & Life Republic - you own a flat. So you are a "owner". Not a Tenant!," I said.

"Owner of what?," Mr. Kumbhar asked.

"Owner of a flat," I said.

"Owner of a flat - means - exactly what? Owner of the cubic space inside the 4 walls, floor & roof of his flat?," Mr. Kumbhar asked.

"This is a temporary phase, Mr. Kumbhar! No developer has - yet - formed 'Co-Operative Housing Society' and has not - yet - done the conveyance deed in the name of society. So, at present, those who live in these flats - do not own the building and the plot of land on which the building is constructed. But eventually - I hope - the developers of these townships will form the Co-Operative Housing Society and will do the conveyance," I said.

"Why 'Hope'? - Aren't you sure?," Mr. Kumbhar asked.

"No. Not sure. Because, there is no clarity - all depends upon the builder's wish," I said.

"You know what? After the 97th Amendment to The Constitution of India - forming a co-operative society has become a fundamental right of every Indian citizen. And, now, co-operative society has received the status of Panchayat - local self government - Gram Panchayat - Municipal Corporation. So, no builder can stop the property buyers from becoming the owner of entire township!," Mr. Kumbhar said.

"As the builders do in the small projects - form society - do conveyance - and get out of the project?," I asked.

"Yes! The builder has no option but to handover the special township to the co-operative housing society of the property buyers. No builder can go against the constitution of India. Constitution believes that Indian citizens are capable of looking after themselves. Indian citizens didn't want - East India Company - then or don't want - any company - by any other name - now!," Mr. Kumbhar said.

Who owns Nanded City Pune?

Nanded City Development & Construction Company? Satish? Saheb? Who?:


I know who owns Nanded City Pune (www.nandedcitypune.com). Not only do I know, but, the other day, I actually met the owners of Nanded City Pune.

No. Not at Delhi, Baramati or Hadapsar. But at Nanded City Pune itself.

I could not meet all the owners, but only a few of them. Varsha & Sachin Singh. Dhanashri & Suhas Gandhe. And Chetan Dhumane.

Varsha & Sachin, Dhanashri & Suhas live in Nanded City Pune. Chetan Dhumane has recently booked, so as yet he does not live there. But, still, he was present. Only because, Chetan knows that he is one of the majority stake holders in Nanded City Pune.

Collectively all of them, have invested more money in Nanded City Pune than the combined investment of Magarpatta Township Development and Construction Company Ltd. , and all those farmers who pooled their land.

As a owner, Chetan knows that it's his responsibility to get involved in the development & running of Nanded City Pune. Like the Campus of Infosys, I want to start bicycle sharing facility at Nanded City Pune. So, that anyone can move around in 700 acre Nanded City Pune freely.

"Visitors, like you, - addressing me - Chetan said, "don't have to walk couple of kilometers from the main gate to the particular cluster in Nanded City"

"Yes, and in the monsoon, you can get an umbrella at the main get which you can return at the end of your visit!," Chetan added.

"Cycle is good for fit & fighting individuals. Along with it, for the convenience of all, auto rickshaw on demand must be there. So that, when next time, my great grand father & mother - in their 80s - will visit me, they don't have to pinion ride on my scooter - with a suitcase on their lap - from Mangal Bhairav to the main gate!," Varsha said.

"And PMPML bus stop should be at the main gate of Nanded City Pune!," I said.

"Yes, I am working on it. Internal conveyance & connectivity to important points in Pune city is on top of the list of our priorities," Sachin said.

"Along with the timings of hot water supply?," I asked.

Cost of a Drop of Water:


"Hot water will remain most discussed topic - till majority of the owners start living in Nanded City Pune. For example, when we shifted - we were the only family at Asawari - in those days - we had to wait for hot water - till the cold water is completely drained out of the pipe - and then bathe. It was not practical and financially affordable - because, hot or cold - you have to pay for each & every drop of water at Nanded City. So, I asked PMS - the maintenance team - to look into the issue. They responded quickly - but took time - because, even they didn't know what to do - but, yes, they solved the problem!," Suhas said.

I looked at my glass on the coffee table. There was some water left in the glass. Picking my glass, I said, "I liked the taste of your water!"

"Thanks for the compliments! From day one, we made up our mind to drink only this water. And you know what? The taste of water was not much different from what we used to drink at our old home - at Dhayari Phata in Pune Municipal Corporation," Dhanashri said.

"Not only the taste - but the quality of water is also good. After shifting here, we have stopped using our old water purifier!," Suhas said.

"And what about the price of water?," I asked.

"I have lived abroad for years. So, I am comfortable about paying for water. We don't have water meters in Pune. But we pay "Panipatti" - water charges along with property tax to PMC. Means, water is not exactly free in Pune. Difference is - here we measure the usage and pay for every drop - which some find uncomfortable," Suhas said.

"What is your approximate monthly water bill?," I asked.

"200 rupees. Not much for a family of 4. Credit goes to Dhanashri. At an early age, she taught our children to close the tap while brushing the teeth," Suhas said.

"Same about my wife! But, she failed to teach me to do the same while shaving," I said and asked, "Can I see your water meters?"

Suhas took me to his kitchen and showed the 2 meters installed on the wall. While I was shooting the photograph of the meters, Dhanashri came with an IC Card. Suhas told me all about how to add money and how to recharge the meter with IC Card.

"To recharge your prepaid power meter, you have to deposit money at the office and manually enter the numbers on your voucher," showing the voucher Sachin said.

Looking at those numbers, I asked, "Too many numbers....how do you manage to enter without making any mistake?"

"No big deal for Sachin. He remembers & enters these numbers as if he is entering his credit card number!," Varsha said.

While we were in the kitchen, Dhanashri noticed that I was looking at the curtain in the dry balcony. Opening the curtain slightly, she pointed at the connecting passage and said, "For the sake of privacy, I have put the curtain. I don't feel comfortable working in the kitchen when someone is peeping in from the passage"

"Is privacy serious issue in the planning of Nanded City Pune?," I asked.

"If you look at it positively, you can say that "Curtain" plays an important role in your home at Nanded City Pune!," Suhas said.

"Yes, curtain has always played an important role in low cost housing!," I heard me saying this and realized that I had made a big mistake of calling Nanded City low cost housing. To cover up, I said, "I mean - middle class - mass housing in cities. Like - a chawl - in Mumbai"

"No offence! When I bought this 3 BHK Flat, it was really affordable. That's why I could sell my 7 year old 2 BHK Flat at Dhayari Phata and use that money to buy this 3 BHK Flat - without spending a single rupee from my own pocket!," Suhas said.

"Now a days, I wonder, why people pay such a huge property rate for Nanded City!," I said.

"Because of you!," Sachin said and looking at others added that he heard me recommending Asawari to someone over the phone.

"True, that's because he said he wanted a 3 BHK Flat in 70 Lakhs on Sinhagad Road!," I said.

"Property prices on Sinhagad Road are responsible for the price hike at Nanded City Pune! One investor asked 40 lakh for a 1 BHK Flat on Sinhagad Road and demanded 50 per cent cash. That's the reason, I didn't mind paying 31 lakh for Mangal Bhairav," Chetan said.

"So, what is cheaper? A drop of a water or a drop of your sweat?," I asked.

"Depends upon how much efforts you take to get returns of every rupee you paid, for your home. From my experience, I am convinced that if you assertively & proactively get involved - you can get value for your money. We all have formed Facebook Group - Nanded City Pune-A Family - with that intention," Sachin said.

"I admire all of you for that. Milind Kulkarni's Check list for possession is very useful document for every property buyer. I fail to understand why didn't Nanded City Pune come out with such a check list?," I said.

"That's because those who sit in the marketing & technical offices, don't know who pays their salary!," Sachin said.

Undre Unleashed!

1,848 Flats - Ready for Possession in 15 Months!

Mr. Prithviraj Undre, Partner, Shree Laxmi Associates, claims that he can construct 22 story tower in 12 months.

It means that at the rate of 6 units per floor, Shree Laxmi Associates can construct 132 Units of 3 BHK Flats in just 12 months.

Add to it 3 more months to activate the infrastructural services like lifts, water supply, drainage system & solar & electrical power supply and security systems.

It means that Prithviraj Undre's Shree Laxmi Associates can give possession of 132 units of 3 BHK Flats in 15 months flat!

Considering the current size of his team - 2,500 workers - Prithviaraj claims that at the speed of 132 flats in 15 months, Shree Laxmi Associates can construct 7 Towers of 22 Stories in 12 + 3 months. Means, he can give possession of 132 x 7 = 924 Units of 3 BHK Flats in 15 months flat!

Certainly, Shree Laxmi Associates can add 2,500 more workers to their force and can deliver 1,848 Flats in 15 months!!

But ultimate target of Prithviraj Undre is to streamline the entire process and give possession of 1,848 units of 3 BHK Flats in 12 months!!

Stating his claim, Mr. Undre asked me, "Sounds possible?"

"Once, while talking about the construction progress of Nanded City Pune, Mr. Satish Magar told me that - now, we have mastered the new construction technology, for sure, can build the structure of 22 story towers in 11 months - still, your claim of delivering ready for possession 22 story tower in 12 months is difficult to accept!," I said.

"Yes, difficult but not impossible - in fact - very much possible - because Kumkang Kind system is developed - designed - to build fast - lot faster - than I am claiming," Prithviraj said and showed me this video:



"See - the Kumkang Kind system is built for a 4 day cycle - my claim is very moderate - based on a 8 days's cycle for a floor - means, I can build one floor in 8 days - plus, streamlined finishing work - means, while I am casting the 3rd floor - my 1st floor will be ready for possession - ready with tiles, windows, doors, electrical & sanitary fittings. Looking at his partner, Mr. Subhash Ghule who is in charge of Nanded City Pune site, Prithviraj said, "Why not take him to the top of one tower and show what we have achieved?"

"Let him see the biggest residential construction site in India!," Mr. Ghule said.

"Construction of Nanded City Pune is a sort of "National Record"!," Mr. Undre said and explained - Construction of Towers in the 1st phase of Nanded City Pune is almost over. Only a few towers and the finishing work - internal work - is going on.

In the first phase of Nanded City Pune, there are 81 towers of 11 stories and 21 towers of 22 stories. In these 102 Towers there are 7,788 flats. (1 BHK Flats: 1,848 + 2 BHK Flats: 3,388 + 2.5 BHK Flats: 792 + 3 BHK Flats: 1,760).

Nanded City Pune has 13 sets of Kumkang Kind Aluminium Formwork Systems (www.kumkangformwork.com). Out of that 7 sets were given to Prithviraj Undre, Subhash & Vinay Ghule's Shree Laxmi Associates.

Looking at amazing view of Nanded City Pune, very proudly Prithviraj said, "Ravi Karandeekar, we have built 50 per cent of Nanded City Pune!"

"That's awesome! You know? Considering that 400 acre Magarpatta took 10 years to complete - some used to say that 700 acre Nanded City Pune would take 20 years!," I said.

"That someone must be you!," Prithviraj said.

"No! I was never worried about the completion - initially - after the launch - my concern was the beginning - when the floor plans would be ready - when the construction will start! You know? Nanded City Pune may be the only project in the wrold - in which nearly 5,000 property buyers booked - applied for a flat - without knowing the plan & property price - everyone just believed in the concept - in Mr. Satish Magar!," I said.

"For us - Satish Magar - we call him Dada - is our King. We all are his army! You know who is our 'Senapati' - commander in chief of the king's army?," Prithviraj asked.

"No! Who?," I asked.

"Umesh Magar! He is our chief!! I am his lieutenant!!! Umesh decided for Kumkang Kind Aluminium Formwork System and ordered us to master the technology and train the team. On 26th March 2010, we broke the coconut and started the aluform shuttering work. Before that we were POP contractors in Magarpatta!," Prithviraj said.

When Prithviraj told me to get into his car, I asked him, "Where are we going?"

"Megapolis!," Mr. Vinay Ghule said and added that, now, he is constructing 2 towers in Sangria.

"Don't tell me! Whenever I look at Sangria Towers I think of 4 people - Rajas Jain, Amit Bhosale and, of course, Nalini & Swapnil! In April 2008, at the launch of Megapolis, Amit said - about 5,800 apartments — will be completed in 5 years, and Rajas said - we are - will be - constructing 2 apartments in 3 days! Do you want to know why I think of Nalini & Swapnil?," I said.

"No. Not at all. But take my word - if things go well - I can construct rest of the 6 clusters of Megapolis - in the time frame Rajas & Amit had in mind!," Prithviraj said.

"What about me? Will I get a chance to write a next blog about the next Nalini & Swapnil?," I asked.

"You will be out of business, Ravi Karandeekar!," Prithviraj said.

"Why did you take Megapolis?," I asked.

"Because, Umesh Magar gave us permission! Our work in the 1st phase of Nanded City is almost over. 2nd phase will take time to start. We have a team of 2,500 workers. Plus, instead of only constructing aluminium formwork - my ambition is to take 'turn key jobs' - 'lock & key' - complete - finished - building. So, I was exploring and stumbled on Megapolis," Prithviraj said.

"Good for Megapolis - bad for me! You know? If you are let loose - and given turn key jobs - and if you really start constructing & delivering possession of 1,848 Flats in 12 months - I will have no option but to stop blogging! Because, houses would be available in abundance - there would not be pre-launch offers - grand launches - and delayed possessions to write about! No one will pay me for advice whether to book a flat for his 7th grade son's college education in Pune - no NRI will pay me for his retirement home in Pune! Yes, Ravi Karandeekar will be out of business - along with many builders - who profit from the scarcity of housing - and those real estate investors - who earn from the gap between demand & supply. What is Mr. Umesh Magar's mobile number?," I asked.

"Sorry. I can't give his number," Mr. Prithviraj Undre said.

"In that case, I will tell all Credai Pune Metro members to export you to Gujarat! Narendra Modi wants to build 50 lakh affordable houses in the next 5 years!! Mr. Prithviraj, choice is yours. Either you or me - only one of us - can survive in Pune real estate market," I said.

Sir, Mein chota sa, pyara sa, nanha sa, baccha hoon!

For the updates about stopping Xrbia, at Nere Dattawadi on Hinjewadi Marunji Road, I met Mr. Vijay Kumbhar. The RTI activist who played important role in preventing Eiffel Olympia from destructing Sahyadri.

"It's a time taking process," Mr. Vijay Kumbhar said and asked me about other 'special townships' around Pune.

"All are doing fine! Those who were launched around 4 - 5 years ago - Blue Ridge - Nanded City Pune - Amanora Park Town - have given possessions of a few hundred flats," I said.

"What are the current property rates in these 'special townships'?," Mr. Vijay Kumbhar asked.

"Very reasonable property prices...for example at Blue Ridge Hinjewadi - you can get a 2 BHK Flat for only 79 Lakhs & a 3 BHK for 96 Lakhs. At Nanded City Pune - 690 sq.ft. 2 BHK Flat is for only Rs. 49 - 50 Lakh!," I said.

"What are the property rates?," Vijay Kumbhar asked again.

"Very competitive property rates......At Blue Ridge only Rs. 5,000 & 5,300 per sq.ft. at Life Republic only Rs. 4,000 - 4,500 per sq.ft., at Nanded City Pune Rs. 4,250 - even for a 22 story Shubh Kalyan," I said.

"Are these property rates "competitive"?," Vijay Kumbhar asked.

"Yes! 1) These are less than the rates in the developed areas of PMC & PCMC. 2) At this rate the builder is going to develop your flat - as well as - the basic infrastructure," I said.

"Don't you see that these property prices are wrong? Don't you realize that by not writing against these property prices you are helping these builders to exploit the property buyers & Maharashtra Government? Why are you only against Xrbia? Or...as they say in the comments on your blog - Are these townships - Life Republic - Blue Ridge - Nanded City Pune - paying you to write against Xrbia?," Vijay Kumbhar asked.

"Kumbharsaheb, 1) I write for the property buyers and not - for - or - against - any builder. So, my readers - property buyers - pay me - not any builder. 2) I am not against Xrbia. In fact, I admire Xrbia for launching 'fullon money sucking operation' and removing - dirty - stupid investors from Pune real estate market. Somebody has to do the dirty job. And, I am glad that Xrbia is doing it! 3) I am against these stupid investors who are happily becoming accessory to crime of killing their own Mother - World Heritage Sahyadri Ranges at Xrbia, " I said.

"Means...you are not corrupt, " Mr. Vijay Kumbhar asked.

"Yes. I am not corrupt. At the same time, like you, I am not an activist. Sir, compared to you - Mein chota sa, pyara sa, nanha sa, baccha hoon!," I said.

Exploitation of Children:


"OK. You are innocent. I accept. You care for mother nature. That's good. Now, care for the children too. Children of Mother India. Stop these builders from exploiting the citizens of India!," Mr. Vijay Kumbhar, the RTI activist who played important role in preventing Eiffel Olympia from destructing Sahyadri, said.

"Are the developers of special townships like - Blue Ridge - Nanded City Pune - Life Republic - Amanora - KUL Ecoloch - exploiting the citizens? I don't think so. In fact, these developers are doing what Maharashtra Government can't do! The builders of these townships are developing infrastructure in the fringe areas of Pune and providing housing for the growing population," I said.

"Yes. These builders are developing infrastructure & providing housing. Only because Maharashtra Government let these builders buy cheap agricultural land and gave concessions in taxes and development charges. Why did Maharashtra Government do this?," asked Mr. Vijay Kumbhar.

"Why?," I asked.

"Because, these builders claimed - land prices decide property prices. If you make available cheap land - these builders claimed - we can provide affordable housing for the growing population. If the size of the project is big - these builders claimed - we will get foreign direct investment to develop these townships. To provide affordable housing for the growing population in the cities, Maharashtra Government passed the special township act which was based on Magarpatta City. In short, Maharashtra Government let these builders open "Rashan Ki Dukan" of affordable homes. Maharashtra Government changed the laws and made cheap agriculture land available to these builders. But, today, what you get in these "Rashan Ki Dukan of affordable homes"? A 2 BHK Flat for 50 Lakh? Is this home affordable for the common urban citizen?," Mr. Kumbhar said.

"Certainly - not! Mr. Satish Magar's Rashan Ki Dukan of Affordable Homes - Nanded City Pune - is not at all affordable for the common middle class citizen. Same about Mr. Shashank Paranjape's Rashan Ki Dukan of Affordable Homes - Blue Ridge Hinjewadi. Only - well to do - middle class - citizens can buy these homes," I said.

"Why don't these people understand that they are paying unreasonably high property price for these homes? Considering the land price, these 'special townships' should be sold at half their current property rates!," Mr. Kumbhar said.

"Wait! Are you blaming my property buyers?," I asked.

"Yes! The property buyers are at fault!!," Mr. Kumbhar said.

"No. You can't blame my property buyers. Most of them are not aware about the concessions - Maharashtra Government's special township act - cost of land," I said.

"How can you say that they are not aware? I took lot of efforts to publish these documents on www.pune.gov.in - the website of Collectorate of Pune District. Can't these people read?," Mr. Kumbhar asked.

"You don't understand the property buyers, Mr. Kumbhar. A property buyer is not an adult person like you. A property buyer is like a hungry baby. All it wants is milk. Breast vs Bottle is a topic of debate for an adult like you. Not for a hungry baby! Ask any Pune property buyer. He will tell you - Sir, Mein chota sa, pyara sa, nanha sa, baccha hoon!," I said.

You know what? When someone from Mumbai calls 919860044110 and asks my advice about investing in Pune, I say, "Welcome to Pune! Welcome to Hell!!"

Obviously, the caller asks, "Why? Isn't it a good idea? Everyone says that Wagholi is an investment destination!"

"Oh! Wagholi!! Wagholi is not in Pune. Wagholi is not "hell". Wagholi is "super-hell"!! Welcome to SuperHell!," i correct myself.

"How about Wakad?," the learned Mumbai investor asks.

"Thinking of investing in Wakad - PCMC? You must have committed sins in your past life! What can you do? God wants you to suffer in this life!!," I try to explain.

"Why are you talking like this? Isn't Pune an investment destination?," the learned Mumbai investor asks.

"No. Pune - including PCMC and their fringe villages are deteriorating and dying.," I say and start crying loudly.

"Calm down, please. I didn't mean to hurt you. What are the problems of Pune?," the learned Mumbai investor asks.

"Problem is you! All of you - who didn't bother to open the civic science text books in your school days. All of you - who don't read "city news" in Pune newspapers. If you had been reading Marathi Newspapers, or Ravi Karandeekar's Pune Real Estate Market News Blog - you would not have thought about investing in Pune," i try to explain.

"In that case, where would have i invested?," the learned Mumbai investor asks.

"In a "private city" near Pune! Amanora, Blue Ridge, Nanded City Pune, Life Republic!!," i say.

"Why?," the learned Mumbai investor asks.

"Because, you don't like government facilities. Are you in 'Government Job'?," I ask.

"No! I am in a private company," the learned Mumbai investor says.

"Is your kid born in municipal hospital?," I ask.

"No! In a private nursing home," the learned Mumbai investor says.

"Is your kid studding in a municipal school?," I ask.

"No. In a private school - one of the best in Mumbai," the learned Mumbai investor says.

"Then why are you investing in a government city or a government fringe village - in Pune Municipal Corporation, Pimpri Chinchwad Municipal Corporation or in Wagholi and any Gram Panchayat? Invest in a private city - in an integrated 'special township' - near Pune & Pimpri Chinchwad!," I say and add,"You know? Even home buyers are deserting Pune and going for these townships!"

"Why home buyers are deserting Pune? What's wrong with Pune?," the learned Mumbai investor asks.

"Because, Pune is deteriorating and dying...no infrastructure - no roads, water cuts, power shortage, air pollution, contaminated rivers and ground water, stinking garbage, rising crime rate - from chain snatching to murder & rape , flourishing sex tourism, increasing dominance of all kinds of mafias & drug dealers, capital of all types of swindles & scams, increasing threats of terrorist attacks, unhygienic living conditions - infectious diseases like malaria - swine flue and all, growing slums, unauthorized - illegal - construction, passive citizens, no governance.....Pune is deteriorating and dying.....," I say and continue crying loudly.

The other day, at the seminar, i heard sad stories about bureaucratic negligence told by Marathi Bandhkam Vyavasayik Association (MBVA).

These Maharashrian builders are not ready to give up Pune. Or their mother land.

Like other educated Punekars, these guys, mostly qualified entrepreneurs, are not ready to migrate to USA or Australia. Not even to Gujarat!

So, poor guys didn't have any option but to seek the help of those whom they have been 'avoiding' for years. The Pune Municipal Corporation (PMC) Corporators!

Point is - we, the people, have an option. We can say 'goodbye' to the deteriorating and dying Pune. Right?

Varsha & Sachin are safe in Nanded City Pune

As a reply to my open letter "Save Varsha & Sachin Singh", Mr. Satish Magar invited me to his office.

"It was my demand. My idea. And not theirs," I clarified as i entered his office.

"It means that Sachin is happy about the possession. But Ravi Karandeekar is not!," Mr. Satish Magar said.

"Exactly! Sachin Singh is proud to become the first citizen of Nanded City Pune. He invited me to his flat in Mangal Bhairav to share - share his happiness. But somehow after the call about not writing about my visit to him - i felt that - you and me are on the same side - not happy about possession!," I said.

"No. We are not on the same side. I am happy about possession. I gave possession to Sachin Singh by choice. I found Sachin to be a genuine person. And I told my staff to give him possession and look after him well. I told them that Varsha & Sachin are the first citizens of Nanded City Pune and see that they do not face any kind of inconvenience. Didn't you see that we are taking good care of them?," Mr. Magar asked.

"But, it's not completely ready to live! In this situation - I believe - the builder should not give the possession. You know? I travel by bus. In the evenings, when the bus is full, i see the bus conductor saying "no" and forcing the school going boys - who are ready to travel on the last step - to get down. The bus conductor knows that it's risky. So, he refuses to take them in. Same way, i thought that - you should have said "No" to Sachin!," I said.

"Yes! I have had first hand experience of the VIP treatment you are giving them!! I told Sachin that for the staff of Nanded City Pune, now, you have become more important than Mr. Satish Magar! In fact, I was going to write about how everyone at Nanded City Pune is caring, concerned & committed to provide service to Varsha & Sachin Singh!! But, you didn't let me write that blog! Why?," I asked.

"Because, it's too early to talk about possession! Most of the infrastructure - services - are almost ready. But not completely ready. There are a few loose ends. I will complete them in the next couple of months and start giving possession. Here I am talking about the possession of thousands of flats. Soon, a few thousand families will start living in Nanded City. Obviously, I am more cautious. I believe in action. I am proud about the progress. I am constructing more than 90 buildings and 4500 flats. It's some sort of a record in India. But, for the home buyer what matters is possession. So, i am focused on possession," Mr. Satish Magar said.

"Yes, anyone can see that Nanded City Pune is way ahead of all other townships. Anyone, can see the huge infrastructure you are developing which will fulfill the needs of thousands of families for years to come. But, there is a lack of communication - information - you know? - my readers - from all over the world - want to know what's going on at Nanded City Pune. If you see the comments - they are more concerned about the "Nanded City Pune" than the safety of Varsha & Sachin! Many Pune property buyers are not aware about the cost of 50 meter wide 7 kilometer long spine road in Nanded City Pune. They are not aware about the cost & benefits of living in a self sufficient private township like Nanded City Pune. When i try to share a bit of info - I am stopped - so, i raise questions. This is not done. You have to be more open!," i said.

"I agree with you and now, i am ready for it. For me this is just the beginning. I have a long way to go. I want to develop & deliver 700 acres in which more than 10,000 families and their next generations will live happily for ever. Ravi Karandeekar. look at it from my point of view!," Mr. Satish Magar said.

"Certainly, but then you have to share your vision with me!," i said.

"I will. Someday... soon....together we will visit the Nanded City!," Mr. Satish Magar said.

"That's great! Now, I am done. But, what about Varsha & Sachin?," I asked.

"What about them? They are the first citizens of Nanded City Pune. They are special to me. And will remain so forever! Soon on a weekend, I am planning to visit their home to see that they are happy and well!," Mr. Satish Magar said.

Save Varsha & Sachin Singh

Dear Mr. Satish Magar,

No builder should put property buyer's life at risk. Certainly, not for Rs. 8,500 per month. As you have done in case of Varsha & Sachin Singh. So, please, save the young, assertive, intelligent, innocent IT couple - living far away from their parents, relatives and friends.

I thank you for giving me an opportunity to write an open letter to you. If I had not received a call from Mr. A. B. - requesting me not to write a blog on my visit to Varsha and Sachin Singh - The First Citizens of Nanded City Pune - I would not have written this.

Mr. A. B.'s call also confirmed that you know that you haven't done the right thing. It shows that Mr. Satish Magar, you are aware about the risks and dangers to the life of Varsha & Sachin Singh.

If you pull them out of the dangerous situation, your property buyers will feel safe to live in your Nanded City Pune. Your action will assure them that you - Mr. Satish Magar - do not compromise the safety and security of residents of Nanded City Pune for monetary gains.

In fact, as the Chairman of CREDAI Pune METRO, for sure, your act of saving Varsha & Sachin Singh, would motivate all builders in Pune to stop playing with the lives of property buyers. The builders In Pune will stop giving possession before Municipal Authority certifies that the property is safe to live. The builders in Pune will start giving possessions only after obtaining completion - occupation - certificate.

Point is, not only as a human being but even as a businessman, saving Varsha & Sachin Singh is a good decision.

I don't advice a builder for free. But Mr. Satish Magar, you are more than a builder to me. I admire you for what you have done for the farmers around Pune. And i am sure, you will do the same for the property buyers too!

Not A Tale of the Two Cities: Lavasa and Nanded City Pune:

First things first. I want to make it clear that my visit to Nanded City Pune (www.nandedcitypune.com), on the same day when Maharashtra Government field the criminal complaint against Lavasa (www.lavasa.com), the brainchild of our beloved leader Mr. Sharad Pawar, was only a coincidence.

We all know that - Sules - Mr. Sadanand & Ms. Supriya Sule, son in law and daughter of our beloved leader Mr. Sharad Pawar - owned only 21.97 per cent stake in Lavasa Corporation between 2002 to 2004. Nobody knows to whom but, we all know that they had already sold their stake.

Let me remind you that, on the day of the launch of Nanded City Pune, on 1st June 2008, our beloved leader Mr. Sharad Pawar himself had announced that he doesn't hold any stake in Nanded City Pune.

Not only that, as per the news in The Times of India, other day, Mr. Ajit Pawar, nephew of our beloved leader Mr. Sharad Pawar, had challenged the opposition party to prove Pawar family's involvement in land grab and share in Pune's real estate.

Point is, please, don't try to find any connection between this news and my visit to Nanded City Pune.

Walking 48000 sq.ft. "easyday market" had tired me. Should I go home and rest? No! Why not try something less tiring? How about visiting the sample flats and a guided site tour of Nanded City Pune? Visiting one of the 7 integrated townships in Pune would be more than a 'time pass' - i was sure - it could be a relaxing experience!

No! I will not visit as Ravi Karandeekar, the real estate salesman who has stopped selling and started helping property buyers to buy a home in Pune real estate market.

I will use my recently acquired skills! I will become a home buyer and go for window shopping in a mall called Nanded City Pune on Sinhagad Road!

At the main entrance of Nanded City Pune, while entering my name & contact details in the visitor's register, i had to tell a few things to myself. I said, "Ravi Karandeekar, you are playing the role of a window shopper. But, in reality - you can't expect to be treated as consumer. For the builder, you are one more "stranger" entering the private property of Nanded City Pune!

This self talk helped me to deal with the security guard near the marketing office of Nanded City Pune. Like the security guard at the entrance of the shopping mall, i did not expect him to wish me. Instead i wished him good afternoon and informed him that i am here to shop for a home. I felt relaxed when he said "No Problem" and pointed at the glass door of the office.

Oh! No!! If the lady who knows me is at the reception of Nanded City Pune - my role will end before I start playing it!! What to do? Idea! I pulled my cap and tried to cover my face with my palm.

"I am Padma Shree Manoj Kumar - I am here for the first time - I am looking for a 3 BHK Flat," i said very confidently when the receptionist asked my name and whether i was visiting for the first time.

"Go inside - have a look at the sample flats - come back & sit in the reception - someone will see you, as soon as, he is free," the receptionist told me.

"Would it be considered disobedience if i visit the toilet or drink some water?," searching around, i asked myself. There wasn't any water cooler around but, i saw a peon walking with a glass of water towards a salesperson's cabin. Worried about the hygiene, i cancelled the idea of drinking water and started walking towards the sample flats.

I removed my footwear and visited the first sample flat of A Type 1 BHK Flat in Mangal Bhairav. I looked at it, as if i was visiting this sample flat for the first time. There were no boards of room dimensions anywhere in the entire flat. To find out whether there was anybody to help, I came out of the sample flat. But, except for a few lady gardeners, there was no one around.

So, i went into the next sample flat of B Type 1 BHK Flat in Mangal Bhairav. Even in this flat there were no room dimensions mentioned anywhere!

Making up my mind to see only the shapes of the rooms, i went on visiting a few flats.

Was i doing any justice to myself by refusing to give up my role of a window shopping property buyer? If i wanted, as Ravi Karandeekar, i could have visited nandedcitypune.com on my mobile and would have helped myself. But, i decided to stick to my role to understand how a typical property buyer decides to buy a flat in Nanded City Pune.

Fortunately, near the sample flat of a 3 BHK Flat in Shubha Kalyan, i saw a security guard siting on a chair. I went to him and asked, "Are you here to help me or keep watch on me?"

"I am here to keep a watch on the visitors," the security guard said.

"Is there anybody who can tell me the room sizes of these flats?," I asked.

"No. Nobody is here. You have to ask the salesman in the cabin. Or go to the reception and get a paper," the security guard said.

"Really? She should have given it to me when she sent me to visit these sample flats!," i said and started walking towards the reception.

Yes, the reception had the floor plans. When i asked, i was given one xerox of Shubh Kalyan! I thanked the receptionist and said, "Sorry, to bother you!,"

Happily i sat in the reception lounge and started reading the floor plan and property prices of Shubha Kalyan. You know what? I had almost started liking the 3 BHK Flats in Shubha Kalyan when a person asked me whether i wanted to visit the site. "Sure!," i said and started following him.

Main road in Nanded City Pune was under construction so the driver took the temporary kacha road to Shubh Kalyan.

The gentleman who invited me wanted to see the progress of Lalit. He had booked a 2 BHK Flat for his daughter who is living in the U S.

"Before booking, I talked to the top people and found out that the project would be constructed as planned!," he told me.

'How could you talk to top people?," i asked. He told me about his career in the central government and explained that "no risk of unauthorized construction' was his main reason to book a flat in Nanded City Pune.

"I know that Nanded City Pune owns the land, all the buildings and the entire township. What I own is just the space inside the four walls - not even the walls. I have accepted this and have no issues about it!," i told him when he asked me about my views.

I was surprised and shocked the way our driver told me about the upcoming 'flyover' over the road which connects Nanded Village to Sinhagad Road. He sort of mentioned the villagers as low life nuisance - gaonwale! Before, i could find out more about the driver, we were back at the marketing office of Nanded City Pune.

When i was taking a close look at the huge model of Nanded City Pune, someone came to me and asked, "Are you in the flat number xxxx in Mangal Bhairav?,"

"May be! Why do you want to know?," i asked him.

"Seeking introductions of neighbors...We have booked one on the same floor!," he said.

"If you had booked one in Kolhapur...you didn't have to seek intros and all....am i right?,' i asked him.

"How do you know that we are from Kolhapur?," he asked me.

"It's written all over you! You look rich! You should have booked 3 BHK Flat in Shubh Kalyan!! Why did you book a 1 BHK Flat?," i asked him.

"True, i am from Kolhapur but i am not a rich farmer...i am...a salaried employee....don't have any black money...in Kolhapur every builder asks for 50% cash payment ...so I booked here.....all check payment...85% loan from SBI," he said.

He had just started to tell me about Nanded City Pune's reaction to his preferred bank - SBI, i was caught! Some salesperson recognized me and happily took me to the cabin. "I am here to inquire as a typical property buyer...I am eager to meet someone who doesn't know me and would be happy to deliver his complete sales talk...i am not at all interested in meeting you," i declared, without hiding my disappointment.

"Everybody knows you..you know all..why play games?," the salesperson said.

"I don't know many things about Nanded City Pune...for example...When are you going to give possession of Mangal Bhirav? Why did you increase the property prices?," i said.

"About possession even i can't tell you more...its too early! And, you know, rates keep on increasing...as per the progress...as per the market...Goel started asking 6,000...Paranjpe 4,000 +...so..recently...we started charging Rs. 3,750 per sq.ft.!," the salesperson said.

"3,750! Rs. 250 more than the property rates in June 2008! Congratulations!!," i said and left Nanded City Pune. Not as Padma Shree Manoj Kumar. But, as Ravi Karandeekar. The real estate salesman who has stopped selling and started helping property buyers to buy a home in Pune real estate market.

Visit to Nanded City Pune on 18th April 2011

Is it worth investing in Nanded City Pune?


Last Sunday morning, someone called me on my mobile 919860044110 to ask - "Is it worthwhile to invest in Nanded City Pune?"

"Yes! It's worth it to invest in Nanded City Pune - if you sincerely believe that you deserve to live a good life!!," i said.

"I was not asking about good life! Tell me how much appreciation i can expect!! My concern is - Though they have increased the rates recently - Why are the property rates in Nanded City Pune lower than other projects in Pune?," the caller asked.

"Because Nanded City Pune is planned for those who expect good life!," I said.

"Then why haven't you recently written much about Nanded City Pune?," the caller shot back.

"Sorry! My mistake!! I will correct it," i said and immediately called the concerned authority for the permission to visit and shoot the progress of Nanded City Pune (www.nandedcitypune.com).

Next day, Monday morning, on 18th April 2011, i visited Nanded City Pune. I visited each and every "neighborhood" - Mangal Bhairav, Sarang, Madhuvanti, Lalit, Asawari, and Shubh Kalyan - in the first phase of Residential District of Nanded City Pune. Construction of all these "neighborhoods" is going on in full swing.

"Ravi, now, I hope, you are convinced that construction is going on well!," pointing at the residential tower, my guide asked.

"Sir, i am not here to inspect! I am here to experience. Experience the quality of life one can enjoy in Nanded City Pune. My visit is not to check how much construction you have done. My visit is to visualize how happily one can live in Nanded City Pune!," i said and went on shooting photographs.

Though my guide didn't say anything, i could feel that he didn't believe that i was not 'inspecting'! So, to impress me, he started talking about the "cool south west wind", 30 % greenery and amenities like horse track, river side resort, adventure park in Nanded City Pune!

Oh! God!! How can i tell him that i was not considering those "great" things at all! I was only visualizing a life in a flat in this under construction building in Nanded City Pune which will have all simple - basic - essential - things - like a proper approach road to my apartment building, water in my toilet, power supply for the lift, safety and security of my parents, and a pavement safe for a walk with my kid!

How can i tell him that in most of the projects in the fringe villages like Ambegaon - Narhe - Wagholi and in the recently merged villages like Baner - Balewadi - Tathawade in Pune and PCMC, i visit - every day, these are not available at all. And nobody knows when they will be!

How can i tell him that how sad it is to see the people paying exorbitant prices for these properties which don't even have an approach road and water & drainage lines!

How can i tell him that for me "good life" means not a boat club but enough water to wash my butt. For me 'good life' means not a swimming pool but a sewage treatment plant. For me 'good life' means not a 'zen garden' but a garbage free neighborhood without a slum. Which i could see realizing here in Nanded City Pune!

You can have a look at my photographs - but to get the feel of a good life you can enjoy in Nanded City Pune - you have to visit - as soon as you can!
