2) Anyone can launch a housing project but very few are capable of completing it.

3) They are suffering due to insufficient or lack of basic facilities like road, water, drainage, power, garbage, safety & security, etc.

4) They have not become the true owners of their homes because their builder has not formed a co-operative housing society & hasn't done conveyance.

5) They are feeling that their builder has looted their maintenance fund - misappropriation of maintenance charges collected from the flat buyers at the time of possession.

6) They are complaining about quality of construction - mainly leakage & seepage in ceiling & walls, poor quality & poor fitting of floor tiles, internal walls without plaster.

7) They are suffering because of the poor planning & allocation of car park.

1) Avoid booking a flat in the fringe villages of Pune which come under PMRDA.

2) Big builder, big brand, does not mean good quality & good service.

Those who have received possession of their flats & those who haven't - appealed to new flat buyers in Pune to avoid the mistakes they have made. To avoid becoming a victim of a builder - like them - their suggestions are:

1) Obtain loan sanction letter from the bank before you start searching a flat.

2) Consider the repayment of loan - not only your eligibility to get the home loan.

3) Book a flat on the basis of per sq. meter carpet area - prevent a builder from committing a crime against State Government of Maharashtra & Central Government of India by selling a flat on the basis of per sq. ft. saleable area.

4) Do not make a decision based on the property ad, sales brochure & sales talk of the salesperson - do title search of the plot of land, check the environmental clearance, sanctions & approvals, study the terms of transactions in the agreement.

5) Book a flat only if the builder is ready to appoint third party construction quality auditor & is ready to share reports at every stage of the construction - till possession.

6) Book a flat only if the builder offers 5 years warranty & guarantee for your flat.

7) Book a flat only if - in case of delayed possession - the builder is ready to pay rent, pre emi & compensation for mental agony, social insult & loss of income tax benefit etc.

8) Give more importance to the current financial status & the debt of the builder than - the number of under construction projects, the history - the track record - & future plans of the builder.

9) Know the actual charges required for electricity, society formation & firmly refuse to pay exorbitant charges.

10) Refuse to pay infrastructure charges - means, charges for the car park - because a builder can not sell a car park - covered or open.

11) Refuse to pay floor rise & the premium for the garden facing flats.

12) Put pressure on the builder & bank to relate the disbursement of loan installment from first slab to conveyance deed.

13) Take possession of your flat only after it receives completion & occupancy certificate from PMC, PCMC & PMRDA.

14) Till PMC, PCMC & Gram Panchayat starts supplying water - it's builder's responsibility to supply free water.

15) After the possession, insist on appointing professional agency for the maintenance of the society and monitor the accounts of maintenance fund.

When I was at the offices of Crime Branch of Pune Police with the flat buyers from Kumar Builders' KUL Ecoloch, I received a phone call of my real estate salesperson friend.

"Some people are protesting at the entrance of CREDAI exhibition! Big news for you!!," my real estate salesperson friend said.

"Protesting? Are you out of your mind? Who will dare to protest against CREDAI?," I said.

"True! That's why it's news!!," my friend said.

My real estate salesperson friend called me again.

"Now, what?," I said.

"CREDAI called police. Police didn't take the protestors in the custody!," my friend said.

"Why? Are police no more friends of Pune builders or what?," I asked.

"Police said they are not protesting. They are creating awareness," my friend said.

"Creating awareness is good. Isn't it?," I said.

"Certainly not! Not good!!," my friend said.

"Not good! For whom? For the builders?," I asked.

"Not good for the property buyers! Aware property buyer will never be able to book a home & may remain homeless for life!," my friend said.

"Means - you are not worried about the builders - you are worried about the property buyers!," I said.

"That's why I called you. You care for the property buyers. I hope you will do something to save them from becoming homeless," my friend said.

"What's the difference? Where do the builders give possession to those who have booked? Isn't it better to become a homeless for not booking a home - than not getting possession of a flat after booking & paying the entire amount to the builder?," I said.

"But, for not getting a flat possession - you can blame a builder. Isn't it better than blaming yourself?," the caller said.

"You sound like a flat buyer! I think I must do something to stop this awareness program," I said.

I told the crime branch police what's going on at CREDAI exhibition & requested them to let me go & do something to stop the awareness program.

"Go & stop it. Awareness is not good. Look at me. After hearing from you that the builder can't sell parking - I have started blaming myself for paying 6 lakhs for 2 car parks. Ignorance is a blessing!," the officer said.

You know what I saw at the main entrance of Credai Pune Home Buying Festival at SSPMS?

Those who have not received possession of their flats were explaining the visitors what precautions they should take while booking a flat & how to avoid becoming a victim of a builder.

You know what was most disappointing?

Huge number of visitors were listening to them carefully!

Do not listen to these guys. You have no power to change the builders. You have to follow the builders' rules. I tried my best to convince as many as I could.

But, no one paid any attention to me.

Sad. Unfortunate. Very stupid of them. Isn't it?

Ignorance is a blessing. Awareness is a curse. Right?

Ours is 'Swachh Wagholi Abhiyan' - said Anirudh and told in detail how the builder appointed housekeeping agency threatened the residents of Suyog Nisarg when they tried to appoint a new agency.

Your society is in my area. You must give housekeeping contract to me. You must pay my rates - irrespective of whether you like my services or not. The builder appointed housekeeping agent told the residents in plain words.

This is not only about one service, one service provider, one project. It's about all service providers in all projects in the entire Wagholi.

Only way to stop them from looting us - is the unity of all flat buyers & investors in all projects in Wagholi.

Struggling for Survival at Sus

Struggle of Aarohi at Sus:


Occupied Buildings - Visit Aarohi at Sus Pune on 8th January 2016

Recently, the builder, Teerth Realties, stopped maintaining Aarohi at Sus Gaon. So, the residents of Aarohi have taken over the management of their society. Now, the residents of Aarohi are struggling for survival at Sus. Those who have booked flats at Sus, I am sure, can learn a lot from their struggle.

Generally, you book a flat at Sus because:

1) Sus is close to Hinjewadi & Baner.

2) Property rates at Sus are lesser than that at Baner.

3) You are under the impression that very soon Sus Gaon will be merged in Pune Municipal Corporation.

4) You are ignorant about the process of preparation, sanction & implementation of the development plan, you assume that after the merger - instantly - magically - in a year or two - by the time of possession - essential urban infrastructure will be developed in Sus Gaon.

The residents of Aarohi at Sus are mostly like you - IT professionals working in Hinjewadi. Their reasons to choose Sus are the same as yours.

Of course, because Aarohi was originally group housing initiative of ITPWAP, it has some unique issues about property ownership & property possession. You may not face those issues.

But, mostly, you will face the same after possession issues. Mostly, your struggle for survival at Sus would be the same!

Let us have a look at Aarohi's struggle for survival at Sus.

1) Maintenance Fund:


Recently, Maharashtra State Electricity Distribution Co. Ltd. - MSEDCL - cut the power supply of common meter in Aarohi for non payment of their bill.

Days & nights in the 6 acre society turned into nightmare. Lifts in the 10 - 12 story buildings stood standstill. Water pumps stopped pumping water from the underground tank to overhead tanks. Sewage treatment plant stopped functioning.

The residents - senior citizens, children, pregnant ladies - had to climb the staircases of 10 - 12 story buildings to reach their homes in which they can not drink water, cook food, take a bath or go to toilet.

Why didn't the builder pay the electricity bill?
Because the maintenance fund given by the flat buyer got exhausted!

The residents of Aarohi collected contribution and restored the common power supply. They went to Hinjewadi police station & lodged a complaint against the builder. Came home and decided to take over the management of Aarohi.

2) Maintenance Charges:


How come maintenance fund got exhausted so early? I am staying in Aarohi for only 1 & half year. But I have paid 2 years advance maintenance at the time of possession. Where are my 6 months maintenance charges?

I took possession only 6 months ago and at the time of possession paid advance maintenance for 2 years - it means that I do not have to pay maintenance for the next 18 months. How can a builder say that the maintenance fund is over?

How can a builder pay to his staff, for his office, for the construction work of his second phase - from the society maintenance fund? Those who saw the bills raised objections.

What about the locked flats of investors? Does anybody have the contact numbers of these investors? How can we collect contributions from these investors? One resident asked.

Like any project near Hinjewadi, at Aarohi too, property investors are a big problem.

Because of the lack of water supply and urban infrastructure flats don't go on rent. If someone is ready to take on a rent - compared to Wakad, Balewadi, Baner in PCMC & PMC - he pays very low rent - because of the high maintenance cost in the villages - the investor finds it financially unviable to give his flat on rent.

Result is in a project of 190 flats only 60 - 65 flats in Aarohi are occupied. Out of all these 60 plus residents - many had serious objections about builders claim of no money left in maintenance fund. Still, only to be able to survive they contributed.

3) Low quality & insufficient infrastructure:


Lifts in Aarohi fail frequently. Sewage treatment plant doesn't work properly. Piped gas supply is not operational. Swimming pool is empty and has deteriorated. Children play area is too small. Tennis court and a few other amenities are not yet ready. Water treatment plant may not be enough when all flats will be occupied.

Will it be financially affordable for the society to take over & run the infrastructure which is not sufficient & not in good condition? The residents of Aarohi are worried.

4) Unaffordable cost of maintenance & high cost of living:


I do not have an option but to live in Aarohi. The current property prices at Baner Balewadi or in any developed area in PMC & PCMC are beyond my budget. Salary rise is - at par - with the rate of inflation. Day by day family & financial responsibilities are increasing. How can I manage to pay such a high cost of maintenance at Aarohi? How can I manage to pay such a high cost of living in Sus?

Here you have to pay heavy rate of water. Heavy electricity charges to run sewage treatment plant. 130 rupees per month to the garbage collector. Because of the neighbouring locality & remote hills in the backyard - you have to appoint more number of security guards. At present we are only spending on housekeeping - but can I afford to contribute more for maintaining swimming pool, tennis court and other amenities?

Because of condition of the road, repair & maintenance cost of car is heavy. Accidents are frequent. Surroundings are unhygienic. Can I afford to pay medical charges if something happens to me or my children? I keep on worrying. One resident told me.

Isn't there anything positive about living in Aarohi & Sus? I asked.

Yes! The neighbours. The open space. The view from my flat. The breeze. I love to live here. All these things give me energy to struggle. The resident said.

Most of the residents of Aarohi feel the same. And those of you who have booked the flats at Sus will experience the same.

Tip No. 2: Don't waste your life in struggling for survival:

So, if you are working in Hinjewadi or Kharadi & are planning to visit - CREDAI Pune Metro Housing Festival 2016 - Mega Property Exhibition on 15th, 16th & 17th January at SSPMS Ground, think twice before considering a project in Sus, Mahalunge & in any other fringe village of Pune. Including Pirangut & Wagholi. Mostly in these locations you will have no option but to keep on struggling for survival.
