Credai Pune Launches Safety Week

In an effort to continually increase safety of all workers at construction sites, Credai Pune has launched a series of activities that will work towards making safety a priority. Safety Week is being observed from March 4 to March 11.

The launch of this was inaugurated at Nandan Prospera at Baner Road. Site supervisors from nearby areas and projects gathered for demonstrations in fire safety, first aid and workplace safety during ascending and descending tasks so common in the industry. The program was inaugurated at the hands of Prashant Waghmare, city engineer, PMC and Prashant Ranpise, Chief Fire Officer, PMC. Senior Vice Presidents Credai, Hemant Naiknavare and Shantilal Kataria, Vice President Rohit Gera, and builder-developers, Shamkant Kotkar, Anuj Bhandari and Sanjiv Wani

Says J.P. Shroff, chairman Labour Welfare Committee, `` our aim is to educate builders and site supervisors on different aspects of safety. This will then lead to adaptation of newer methods and equipment at various sites that will improve safety standards. Since our member projects are scattered all around the city we have organized such programs at three different sites to make it easier for the site engineers and supervisors to attend. The other two will be at Kharadi and Sinhagad road.”

“Every year our members keep upgrading the safety equipment and procedures which has resulted in fewer accidents” says Hemant Naiknavare. “Credai Pune has an ongoing health check up camp for construction workers and with better education, knowledge and newer technologies we have noticed that in the past five years there has not been a single major accident on our member sites.”

City Engineer Waghmare said that he is happy that the builder community is “concerned about the workers’ safety and is taking appropriate action.” Chief Fire Officer, Ranpise felt that “such programs educate and inform workers about safety procedures and thus prevent accidents. In the past we used to get at least 3 to 4 calls every year for fire at various sites. But now that has reduced as builders are getting safety conscious. Labour homes were the biggest fire hazards at construction sites. This was because their huts were adjacent to each other and they used the open `chula’ which is a big hazard. But now I have noticed that their homes are properly built and the workers are well informed about safety precautions. Such pro active steps on part of the builders help reduce the load on our fire department.”

The day long program had a demonstration of safety equipment by Mangesh Safety Equipment that make climbing and descending from heights completely safe. The special cornamental ropes are capable of bearing a load of 3 tonnes, which makes the labourere’s job very safe. Globe Fire Services gave a demonstration of a fire hose that could scale up to the 12th floor. In addition to this, First Aid demonstration was given by AJ Foundation to the workers and site engineers.

Says Shroff, “now that 33 floors are being sanctioned in Pune, such equipment is vital to prevent accidents.”

“Our aim is to make construction sites which have traditionally been accident prone sites, completely safe” says Naiknavare. “With greater awareness, continual education and newer technologies this should happen.”

Aal Izz Well

Long live Pune real estate market:

Today Mr. Vijay Chandok, GM, ICICI, not only inaugurated the 10th property exhibition organized by Credai Pune at SSPMS Grounds but gave an important message to all the builders in Pune. Mr. Chandok said, "All Izz Well!"

In his inaugural address Vijay Chandok revealed that:

In the past 6 months total unit sale had gone up 1.5 times.
38,000 apartments were sold now as compared to the same period last year.
This is 50 to 60% more compared to the previous year’s figures.

Hearing this from the horse's mouth was too much for the builders in Pune. The good news made them speechless. Realizing the state of mind of Pune builders, Mr. Chandok said,

"Honth ghuma, Seeti bajaa
Seeti bajaa ke bol, Bhaiyaa aal izz well

Aree bhaiyaa all izz well
Aree chachu aal izz well
Aree bhaiyaa all izz well"

However, GM of ICICI, saw that commercial real estate developers present at the inauguration didn't join him in singing "All izz well". Addressing them Mr. Chandok said,

"We estimate that there will be development of 3 million sq ft of mall space in Pune. Given the economic performance and increase in buying capabilities we have reason to believe that these malls so constructed will meet the demand created by Pune."

Realizing the serious condition of mall and office space developers in Pune, Mr. Chandok requested mall developers to sing along with him,

Dil idiot hai pyaar se usko samjha le

Seeti bajaa
Seeti bajaa ke bol

Mr. Vijay Chandok not only made Pune builders happy, but at the same time he out performed GM HDFC, Ms. Sonal Modi. Ms. Modi didn't even try to make Pune builders happy. GM of HDFC only expressed her happiness for being associated with Credai Pune (PBAP) for the last 10 years!

Aal izz NOT well:

Mr. Satish Magar, President Credai Pune, said that he is optimistic about the year ahead but like a true President, Mr. Magar said that, "Aal izz NOT well!".

Mr. Satish Magar believes in FDI, Farmers Direct Investment. Means Mr. Magar believes that farmers should not sell their land to the builders. But pool it together and develop their own real estate projects. Like his 400 acre Magarpatta City and 700 acre Nanded City Pune. However, as a president of Credai Pune, Mr. Magar cares for the builders too. He said,

"While there is a demand for homes we as a builder community are seriously concerned about the availability of land for new projects.

If the DP is not finalized, land will get scare and that can lead to a price rise.

I think the Government should focus more on making homes more affordable as against increasing taxes that will burden the common man."

Now, it was my turn to become speechless!

President of Credai Pune was talking about DP, Development Plan!

The same Credai Pune who's response to Watergate of Pune, DNA's exposé of the 'water affidavits' issue in Pune, was "People move in first and roads, street lights, water and other civic amenities follow."

Today, Mr. Magar's love and concern for common man overwhelmed me.

I was almost sure that Mr. Magar was going to express his concern for increasing prices of sugar and pulses, if those who were sitting in the corner hadn't started singing:

"Agarbattiyan raakh ho gayi
God to phir bhi dikha nahi
Bakra kya jaan uski jaan ka kya hoga
Sekh ghusegi ya saala Keema hoga
Koi na jaane apna future kya hoga

I couldn't find out who they were,. Builders or property buyers. Hope, aal izz well there!

Join Home Buyers Association of Pune (HBAP) to serve and protect the interests of property buyers in Pune real estate market

Congratulations Mr. Nitin Degaonkar!

Mr. Nitin Degaonkar, leader of InSignia_Pune Group, has started Home Buyers Association of Pune (HPAP).

On the home page of the Yahoo group, he says, builders in Pune are organized (Credai Pune and Marathi Bandhkam Vyavsayik Sanghatana) but the property buyers are scattered and ill-informed.

House Buyers Association of Pune will take up / address issues / concerns of buyers and help property buyers on a larger scale.

HPAP will also ensure that there is no artificially raised property prices with any possible cartelization.

Nitin, i hope you will approve my application to join HBAP. You know, i am not an activist but as any professional real estate salesman, i care for my clients. Nitin, we, real estate salespersons, believe that if the builder, who employs us, is our father, our property buyer customer is our mother who feeds us well! Since, i have started helping property buyers by writing Ravi Karandeekar's Pune Real Estate Market News Blog and other related blogs, I am always in search of issues property buyers face in Pune real estate market.

For a while, you know, i am blogging news published in the news papers. Now, to write about the current issues Pune property buyers are facing and to archive the good and the bad experiences about investing in Pune real estate market, i have created an email id ravi-karandeekars-group@googlegroups.com which Pune property buyers can use to send their complaints against the builders.

HBAP, i am sure, will give me more issues to write about. After all, most of the cases that come up before the Maharashtra State Consumer Disputes Redressal Commission ( E-mail : mah-sforum@nic.in ) are against builders.

People move in first; roads, water follow: Credai-Pune

Following DNA's exposé on the 'water affidavits' issue in Pune, this newspaper had sought a response from the Confederation of Real Estate Developers' Associations of India (Credai), Pune Chapter on the following points:

1. What is Credai's position on builders who have not revealed "water affidavits" to their clients (as has been clearly stipulated in them and mentioned by the city engineer)?

2. Has Credai/ PBAP done anything to create awareness amongst home buyers about these affidavits? Has it instructed its members to be transparent about the affidavits?

3. Property buyers feel cheated that they have to pay taxes to the Pune Municipal Corporation (PMC) and also pay for water tankers. What does Credai have to say about this situation?

DNA also sought Credai-Pune's opinion on what kind of action should be taken by the PMC against errant builders who have neither shouldered the responsibility of water, nor given a copy of the affidavit to home buyers.

Following is the statement issued by Credai-Pune in response to this questionnaire:

Pune is not unlike any other city in a developing economy.

Funds for development are scarce and infrastructure follows population unlike developed economies where infrastructure comes first and then people follow.

This approach while ideal, costs thousands of crores — crores that developing economies do not have.

As a result, people move in first and roads, street lights, water and other civic amenities follow.

This is a pattern we have seen for many years and while this is not an ideal model, it is a model that works.

Credai-Pune and its members have come forward on many occasions to support the city in infrastructure development.

For example, developers undertake water line development works based on the size of their projects even though this is not mandated under the law.

Affidavits for the water supply were necessitated as a stopgap arrangement (till the PMC made arrangements for water connections) at a time when the Development Plan (DP) for Pune was just envisaged and funds were not available to implement the large infrastructure projects needed to cater to the increased city (on account of the newly merged villages).

Developers were expected to put in place the necessary infrastructure arrangement for the water supply in their projects.

Subsequently, given the efforts that have gone in to lay out infrastructure (including water supply networks) with funds from the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and own budgetary provisions, the PMC has put in place substantial infrastructure that is expected to solve the problem of the city - Credai-Pune is confident that requisite infrastructure in the city will be in place shortly.

Fortunately, the risk of serious problems caused by the unprecedented situation of lack of rain has been eliminated with the substantial rainfall in the recent past.

We believe this is a time to take a pragmatic approach and focus on solutions rather than indulge in a finger pointing exercise.

While the responsibility to provide civic amenities rests with the civic authority, it is important for citizens to recognize the challenges and participate on a proactive and supportive basis so as to have a positive environment.

People move in first; roads, water follow - and your property appreciates!

Isn't it profitable for the property buyers to have no infrastructure when you book the flat? As area starts developing, your real estate investment goes on appreciating!

This is the fundamental principal of the real estate investment which all property buyers and real estate investors in Pune learn, believe and follow. Like all other secrets of real estate investment. For example, investing in the property which is close to your place of work...Wakad Pune, 5 minutes from Hinjewadi...walk to work....Blue Ridge and Megapolis!

So, be thankful to all builders in Pune for creating the profitable real estate investment opportunity by starting the projects in the areas where Pune Municipal Corporation is not able to provide water, road and drainage system for a while.

Be grateful to the builders of Pune for finding a creative solution of signing the water affidavit only to provide roof for your dear family.

Let us have a have a positive environment in Pune real estate market:

At this point of time, I am sure you will completely agree with Creadi Pune, it is important for property buyers to recognize the contribution of the builders in Pune and participate on a proactive and supportive basis so as to have a positive environment. Means, just ignore the suggestions of Col (retd) SG Dalvi and Satish Khot, President, National Society For Clean Cities:

List of real estate projects: Both the stakeholders, the PMC and Credai (Pune) should come together to make a list of societies that have made these affidavits. The list should be kept in the public domain, like on the PMC website. If this is done, people will at list know which societies come under this list.

Builders - Advertise and Show: Credai (Pune) should enforce members to give advertisements saying they have made water affidavits. It's imperative that builders show the affidavits to the buyers before selling flats to them.

Water Bill?: If PMC rules make it mandatory for the builders to provide water to residents, they should also mention who has to foot the water bills.

Water Tax?: If the society comes under the "water affidavit" list, the property buyers should not be liable to pay water tax.

Water tax should be refunded to all residents: A list should be released to the press and all members of such housing societies be invited to visit the PMC on Monday during the first weekly Right to information Day of the PMC.

If housing societies have not been receiving any or even adequate water, the water tax collected by PMC should be refunded to all residents. This amount, along with the fine, should be recovered from the builders and promoters.

Completely surrender to the builder. Don't ask questions. Don't bother about "water affidavits". Just like you don't bother whether the plans are sanctioned or not while booking your 2 bhk flat in any real estate project. Let us have a have a positive environment in Pune real estate market. Amen!

PMC, builders must come clean

The common man in the fringe areas of Pune has suffered at the hands of the Pune Municipal corporation (PMC), which indiscriminately gave building permissions without making a provision for water supply. The PMC's "water affidavits" were dishonored by many builders who did not provide a copy of these affidavits to flat buyers. Here are some "Speak Ups":

1) It's imperative that builders show the affidavits to buyers -

List of real estate projects: Both the stakeholders, the PMC and Credai (Pune) should come together to make a list of societies that have made these affidavits. The list should be kept in the public domain, like on the PMC website. If this is done, people will at list know which societies come under this list.

Builders - Advertise and Show: Credai (Pune) should enforce members to give advertisements saying they have made water affidavits. It's imperative that builders show the affidavits to the buyers before selling flats to them.

2) The issue is not affecting us as we take care of this aspect -

We sign many affidavits before we get the completion report for our projects.
Every builder has to sign them.

As far as I and my company are concerned, we are not facing any problems because of the water affidavit issue since we are taking care of this aspect as far as our customers are concerned.

3) It is PMC's duty to provide water in residential areas -
SR Kulkarni, President, Pune Marathi Builders Association:

The PMC has adopted a wrong policy of taking affidavits from the developers to arrange for water supply. In reality, it is not possible. If the PMC is charging the tax to citizens and taking these charges from developers, it is the civic body's duty to provide water.

Developers need permission, so instead of fighting with the PMC, they just file these affidavits.

Dear Raju of Hinjewadi, Is job uncertainty and no raise in salary forcing you to opt for smaller flat?

"More and more people are preferring smaller flats now.

It is happening because of two reasons.

First, the affordability is being impacted because of recession.

Second, the segment that was buying larger flats came from the IT sector. Now, since there is uncertainty in this industry and salaries are not rising as fast they would earlier, this segment is preferring compact homes.

Developers were just responding to this shift in demand from larger homes to smaller ones.

The trend has emerged in the last two or three months.

The market had anyway come to a standstill before that.

Pune property buyers don't want reduced property rates but reduced size of the flat!

In the comments on my Ravi Karandeekar's Pune Real Estate Market News Blog, you demand for property price reduction but, my dear friend, Raju Of Hinjewadi, you go and request M/s Rohit Gera and Co to reduce the size of the flat. Raju, you tell builders your sad story and cry for help!

My heart is not as big as Pune builders who are taking trouble to make their flats smaller for you. However, i am considerate. Dear Raju Of Hinjeawadi, I respect your wish to pay high property rates for smaller flat. After all, standard of life and happiness doesn't depend upon the size of your living room or bedroom.

Mr. Rohit Gera, thanks for being so kind to Pune property buyers. After Mr. Lalit Kumar Jain, you are the savior of Pune real estate market and my blog! You should become the next President of Credai Pune.

According to Mr. Hemant Naiknavare, 'the pessimistic outlook' is changing into 'positive sentiments'. It looks like that 'the worst is behind us now'.

Now, Credai Pune has decided to organize 8 property exhibitions in 10 months in the different parts of Pune. The Best of West Pune is the first.

Visit the site!

Today, smart property buyers know that, it is safe to book in a project which is more than 50% booked and the construction must be more than 70 % complete.

You can find out about the progress of the construction only if you visit the site. Since no builder gives you the names of the property buyers who have already booked in the project, you have to spend more time in the investigation.

Negotiations about the property rates happen only when you open your cheque book to give a booking amount. Means only after a few site visits with your spouse, your in-laws, your colleague and your vastu consultant.

When visiting the site is so important, i wonder, what is the point in visiting the exhibition? Just to make sure that you have not missed any good option! Or if you are just starting, to short list 10 projects for the site visit! What more can you get out of visiting the property exhibition? Please, share your ideas and tips in the comments.
