ULC repeal delay favours big players

While the postponement of the bill may benefit big players who plan to purchase the ULC lands at low rates, small and medium scale builders will be left high and dry.

Small builders had pressed that till the ULC Act is repealed, individuals and developers should be at least spared the harassment of seeking ULC clearance certificates.

However, on the other hand, the ULC officials have directed local self-government bodies not to sanction the building plans for plots less than 1,000 square meters without a ULC clearance certificate. Though individuals and small builders are ready to file affidavits that the plot is not in excess under the ULC, they are being made to run from pillar to post for seeking clearance, thus paving the way for corrupt and irregular practices.
