Soon, high-rise buildings for Pimpri-Chinchwad

Buildings to reach 70 metres (229 feet), those within 100 metres of BRTS routes to get 1.8 FSI instead of 1:

With the state government and the Centre giving a nod to construct buildings up to 70 meters (229 feet) and double the floor space index (FSI) respectively in Pimpri-Chinchwad, the industrial town will now see highrise buildings and densification along roads.

Pimpri-Chinchwad Municipal Commissioner Asheesh Sharma said on Saturday the height of buildings in the town would now jump from 36 metres to 70 metres. “The final approval came from the state government this month,” said Sharma.

He said the PCMC will double the FSI for buildings that will come up on both sides of the Bus Rapid Transit System (BRTS) routes.

“Buildings within a range 100 metres of the BRTS routes would benefit. Now, developers along these routes would get 1.8 FSI instead of 1,” he said. He said doubling of FSI is as enunciated by the Asian Development Bank (ADB). “The ADB has laid emphasis on doubling of FSI that will help in densification of BRTS routes. This would generate revenue for the civic body thereby helping it to fund the BRTS projects,” the civic chief said.

Sharma refuted the claims that the city which already is dense along major roads will further get accentuated. “We are acting as per international norms. It is a wrong notion that doubling of FSI will create problems,” he said.

City engineer Eknath Ugile said the central government has sanctioned four BRTS routes — Nigdi to Dapodi, Aundh-Ravet, Nashik Phata to Wakad and Kaledwadi to Dehu. Pune Municipal Corporation's Development Control Rules in fringe areas from September

Uniform Development Control rules of the areas within 10 kms from the boundaries of PMC and PCMC:

The state government-approved development control (DC) rules for areas up to 10 kms from the civic limits will be finally implemented in September.

Assistant director, Town Planning would prepare a road network plan, which developers and landowners will have to incorporate in their development proposals.

Principal Secretary T C Benjamin said the notification has been cleared by Chief Minister Ashok Chavan. “Now, haphazard development in fringe areas will end,” he said. He said in fast developing fringe areas like Dhanori and Wadgaonsheri, it was essential to have a uniform code for development.

Town planner Rajendra Pawar said draft notification had already mentioned that fringe areas would have better road network, FSI as according to Pune Municipal Corporation (PMC) rules and there would be uniform development.

Recycling of waste water in Pimpri Chinchwad Municipal Corporation - modifications in DC rules

Read the proposal and give your suggestions and objections:

 The use of recycled water will soon be made compulsory for housing societies and new buildings located on plots measuring 4,000 sq mtr and above in non-congested areas in Pimpri-Chinchwad.

The recycled water is to be used for all purposes other than drinking.

The general body of the Pimpri-Chinchwad Municipal Corporation has approved a resolution to this effect.

Now, in order to implement the provision, the municipal corporation is all set to include it in its development control rules.

For this, it has invited public suggestions and objections to the proposal.

After hearing the suggestions and objections received in the next one month, the proposal would be sent to the state government for final approval.

The entire process of amending the development control rules is expected to take a few months.

What is your take on the installing and maintaining recycling system in your housing society?

“The owner of the building or the housing society shall ensure that the system used for recycling of waste water is maintained in good repair and the recycled water shall be used for non-potable purposes like flushing of toilets and gardening,” Ashish Sharma, municipal commissioner PCMC, has stated in his proposal.

If the owner or the housing society fails to provide or properly maintain the water recycling system, a fine of Rs 1,000 per year (or as decided from time to time) for every 100 sq mtr of built-p area would be imposed, the proposal says.

Double FSI on all projects undertaken on government land!

Maharashtra government wants to amendment the development control rules of Pune and Pimpri-Chinchwad "without giving the due publicity"!

Real estate magnates and Hot cake:

A major amendment to the development control (DC) rules proposed by the state government, that among other things allows for double FSI on all projects undertaken on government land, has currently caught the fancy of real estate magnates in the city and its copies are selling like hot cakes at the government printing press here.

You can suggest and object till December 19:

The amendment, however, is open to suggestions and objections till December 19. But it is unlikely that many people will ever get to file these objections and suggestions. The notification was not published in any newspaper and nor was it uploaded on any government website, so that the only people who have any knowledge of it are developers who stand to gain the most from its content, sources said. Those who got their hands on the notification have found it is available only in English, so that its nuances still hold a mystery to many. Even Pune Municipal Corporation (PMC) officials feigned ignorance on the notification, when contacted.

No adverse suggestions or objections:

The notification was not given due publicity probably to preempt adverse suggestions and objections that could stall clearance of the notification in its current state, sources said.

Sangali, Miraj and Kupwad too!

Besides Pune, the notification, issued by the urban development department also applies to the neighbouring municipal corporations of Pimpri-Chinchwad and Sangli-Miraj-Kupwad.

Surprise and Shock!

The state government’s decision to offer double the FSI comes as a surprise because a few years ago the PMC had tooth and nail opposed a request to allow a transfer development right (TDR) of more than point four (0.4), saying the city’s infrastructure was not designed to handle such a burden.

(New) Chief Minister of Maharashtra!

Activist Vijay Kumbhar has written to Chief Minister Ashok Chavan demanding that the government withdraw the notification, reissue a fresh one and invite suggestions and objection by publishing the notification in all newspapers, government websites and other sources of public information.
