A steep hike in civic taxes, including a two-fold increase in the road and water taxes, has been proposed by municipal commissioner Pravinsinh Pardeshi in the draft taxation proposal submitted to the Pune Municipal Corporation (PMC) standing committee on Friday.
Besides road and water, sewage, conservancy, fire and theatre taxes have been proposed to be doubled.
However, the tax hike will come into effect only if it is ratified by the elected members. According to the Bombay Provincial Municipal Corporation (BPMC) Act 1949, it is obligatory on the civic general body to take a final call on a tax hike proposal on or before February 20, so that the new tax structure can be accommodated in the PMC's annual budget, which is in 2009-10.
Minimum Annual Tax - Rs 750:
Although Pardeshi has not proposed any hike in the "general tax", he has stated that properties having an annual rateable value ranging from Rs 1,000 to Rs 2,000 should be charged a "minimum annual tax" of Rs 750 instead of the existing Rs 550.Water and Sewage Treatment Tax:
Hike has been proposed in view of the increase in the rates for chemicals, electricity charges and maintenance cost.Road Tax:
Those owning four-wheelers will have to 10 % road tax instead of 5 %.Roads, flyovers and cement roads will require maintenance.
Water Benefit Tax, Sewage Tax, Fire Cess, Conservancy tax and the Special Conservancy Tax:
The quantum of solid waste generated in the city is increasing, and keeping the city clean has become a major task. To meet these growing needs, a hike in water benefit tax, sewage tax, fire cess, conservancy tax and the special conservancy tax has been proposed.Fire Cess: A 2 p.c. hike in the fire cess instead of the existing 0.7 p.c.
Conservancy Tax: 15 p.c. conservancy tax from the current 13 p.c. have been proposed.
Water Benefit Tax: A 2 p.c. hike has been proposed in the water benefit tax
Sewage Treatment Tax: 4 p.c. is proposed in sewage treatment tax.
New Education Cess: a new education cess of 2 p.c. on the ARV (annual rateable value) of the property.
A hike in theatres and multiplexes taxes has also been proposed.
A one-time tax for "rehabilitated" slums has been proposed at Rs 450 from Rs 300.
The special conservancy tax for hotels, restaurants, marriage halls and hospitals (having an ARV of more than Rs 10,000) has been proposed to be hiked to 15 p.c. from 10 p.c..

What is the mechanism to identify families with four-wheelers?" asked Keskar, adding that the civic administration should not target owners of four-wheelers and additional road tax should be collected from those who own two-wheelers.
