Homeowners to Own & Professionals to Manage

"Special Township is not a private kingdom of a builder. Special Township means the decentralization of urban infrastructure. Government of Maharashtra itself has given permission to a private builder to develop this infrastructure for the growing urban middle class population. Besides developing - managing this infrastructure is the responsibility of a private developer. As a developer of Nanded City Pune, my job is to mange this infrastructure more efficiently and more democratically". Mr. Satish Magar said.

After the recent 97th amendment to the Constitution of India, formation of a Co-operative Society has become a fundamental right of any Indian citizen. It means that no builder can refuse or avoid to form a co-operative housing society.

As it is, generally, good builders in Pune form a co-operative housing society, do the conveyance and get out of that project. Are the developers of special townships - Nanded City Pune, Blue Ridge, Life Republic - going to do the same? I was curious to know.

As usual, the flat agreements of these special townships have given all decision making powers - about formation of co-operative society and conveyance of ownership rights - to the developers. Now, nearly after a year, though the developers of Nanded City Pune & Blue Ridge Hinjewadi have given possession of a few thousand / hundred flats, they haven't taken a decision or any action. So, there is a confusion. Are these unit holders - 'property owners' or tenants of builder?

Besides the status of a unit holder - I was also curious about the future of these townships. So, I requested Mr. Satish Magar to share his plans about management of Nanded City Pune (www.nandedcitypune.com).

Infrastructure Management:


First, Mr. Satish Magar told me the difference between a general housing project and the special township -

When a housing project is in a municipal corporation limit, infrastructure services are owned and supplied by the local government - PMC / PCMC. So, the responsibility of a co-operative society of a housing project in municipal limits is limited - the houses, buildings, open spaces & their plot of land.

Whereas, a special township is not a housing project. A special township is an infrastructure project. The ownership & responsibility is not only limited to houses. You also own infrastructural services. You own water, power, safety - security, fire fighting, drainage - waste management systems and other essential & basic civic services like medical, education, shopping.

"So, as a developer of Nanded City Pune, my job is to see that this infrastructure is managed more efficiently and more democratically," said Mr. Satish Magar.

Infrastructure Management System:


We all know Mr. Satish Magar for 'Farmers Direct Investment - FDI'. A revolutionary concept developed by Mr. Satish Magar. Because of Mr. Satish Magar, instead of selling their land to the builders, the farmers themselves became developers & builders and Magarpatta City was born. Which became a pattern of urban development - on which Government of Maharashtra formulated 'Special Township Act'. Now, Mr. Satish Magar was telling me his ideas about the management of his special township Nanded City Pune.

"To manage infrastructure spread over 700 acre - you need a system. Proven infrastructure management system. Which I am developing and fine-tuning for the last 10 years at Magarpatta City. The same infrastructure management system will manage Nanded City Pune," pointing at his laptop Mr. Satish Magar said.

Some 2,000 people work in different divisions which look after property management, safety - security, water, power, waste management services of Magarpatta City. In 'real time' the status of these services are available to Mr. Satish Magar.

At a frequent intervals," Mr. Satish Magar said, "the meetings are held - basically to reevaluate policies, otherwise, the system runs on it's own! This infrastructure management system is my creation & asset - which will be implemented at Nanded City Pune"

Nanded City Pune will have proven infrastructure management system - plus lot more systems will be automated. For example, paid water and power meters will help Nanded City Pune to mange water & power supply more efficiently. The management will have actual data of consumption and requirement of water & power.

"To manage these infrastructure services - you need professionals. Which we are training in house - at Magarpatta. Who will manage the infrastructure of Nanded City Pune," Mr. Satish Magar said.

Infrastructure Management Company:


"Professional management performs well in the corporate culture. So, I am going to form a company to look after the management of infrastructure of Nanded City Pune!," said Mr. Satish Magar.

"Company Raj!," words came out my mouth.

"Yes! To manage infrastructure of this size - you need impersonal - professional corporate management. Which will assure that the township will run well for the next 100 years. Even if Satish Magar is not there. My job is to establish an efficient management system which will offer good quality of life not only to the present residents but also to their next generations," said Mr. Satish Magar.

"Management is fine - but what about the ownership of township? This is not an animal farm!," I said.

"Of course, the residents will own this company! The professional management will be answerable to the owners - the residents of Nanded City Pune. It will be governed as per company law. Each unit holder - flat owner - will get one share in this company. This is the best way to manage infrastructure of this size democratically and efficiently," said Mr. Satish Magar.

"You also need funds to manage the infrastructure of this size. What will be source of funds? Only one time maintenance given by the property buyers?," I asked.

"No. One time maintenance is not enough. I call it cross subsidy - besides one time maintenance - the company will get revenue from commercial lease rentals. As I do at Magarpatta," said Mr. Satish Magar.

"You mean to say that like Magarpatta - the company will be the owner of residential as well as commercial part of the township?," I asked.

"You can't divide a special township into two pieces - commercial & residential. It's one - integrated - infrastructure project. So, this company will develop it's own streams of revenue. Developing streams - sources - of revenue is very essential for the survival - sustainability - of the township. Because supplying water, power and other essential services can't be your source of income. If you sell these services at profit - homeowners can't afford to live in your township. So - 'Revenue Generation Engine' is essential to run this train," said Mr. Satish Magar.

"I know a couple of trains - but I don't know anything about their 'revenue generation engine' or about their 'engine driver'! Some times, I fear what will happen if any train is derailed?," I said.

"Don't worry. Every builder who ventures into this kind of development must have some business model which will help the township to sustain and prosper. If any township fails - don't worry - state government will take over the management of this infrastructure - because special township is just 'decentralization' of urban infrastructure - it's not a private kingdom!," said Mr. Satish Magar.

Owner or Tenant?

Are you an "Owner" or the "Kirayedar - भाडेकरू" of Special Township?




"I don't understand why property buyers pay such a huge amount to become a tenant of Blue Ridge, Nanded City Pune, Life Republic, Amanora!," said Mr. Vijay Kumbhar, RTI Activist and an authority on Special Township Act.

"Tenant? No! Mr. Kumbhar, only Amanora gives their flats on 999 years lease. So, those who pay for a flat at Amanora can be called "Lessee" - "Renter" - "Tenant". At Blue Ridge, Nanded City Pune & Life Republic - you own a flat. So you are a "owner". Not a Tenant!," I said.

"Owner of what?," Mr. Kumbhar asked.

"Owner of a flat," I said.

"Owner of a flat - means - exactly what? Owner of the cubic space inside the 4 walls, floor & roof of his flat?," Mr. Kumbhar asked.

"This is a temporary phase, Mr. Kumbhar! No developer has - yet - formed 'Co-Operative Housing Society' and has not - yet - done the conveyance deed in the name of society. So, at present, those who live in these flats - do not own the building and the plot of land on which the building is constructed. But eventually - I hope - the developers of these townships will form the Co-Operative Housing Society and will do the conveyance," I said.

"Why 'Hope'? - Aren't you sure?," Mr. Kumbhar asked.

"No. Not sure. Because, there is no clarity - all depends upon the builder's wish," I said.

"You know what? After the 97th Amendment to The Constitution of India - forming a co-operative society has become a fundamental right of every Indian citizen. And, now, co-operative society has received the status of Panchayat - local self government - Gram Panchayat - Municipal Corporation. So, no builder can stop the property buyers from becoming the owner of entire township!," Mr. Kumbhar said.

"As the builders do in the small projects - form society - do conveyance - and get out of the project?," I asked.

"Yes! The builder has no option but to handover the special township to the co-operative housing society of the property buyers. No builder can go against the constitution of India. Constitution believes that Indian citizens are capable of looking after themselves. Indian citizens didn't want - East India Company - then or don't want - any company - by any other name - now!," Mr. Kumbhar said.

Not only that, this 1 BHK Flat is called "1 BHK Slim Fit Home" and is presented as a designer product, a style statement for a young and single individual!

A home for an individual! Not for a family!! Poor real estate salesman in me found it very difficult to accept. What about you?

Blue Ridge Hinjewadi - What is the big event on 19th August 2010?

Do you have any idea? I heard that there is some big event on 19th August at Paranjape Schemes. Mostly at Blue Ridge Hijewadi. It looks quite possible to me. Because, lots of changes - developments are happening in Paranjape Schemes. For example:

To find out about the upcoming event, I even visited Paranjape Schemes' Blue Ridge, near Cognizant, Rajiv Gandhi Infotech Park - Phase 1, at Hinjewadi Pune 411 057. The receptionist asked me, "Inquiry?"

"Yes! I am Ravi Karandeekar. I write a blog on Pune real estate. I want to know what is the big event on 19th August?," i said.

"What event? I don't have any idea! Would you like to have a coffee?," she said.

While i was enjoying my cup of coffee, suddenly everyone in the reception stood up! Mr. Shashank Paranjape, Director, Paranjape Schemes (Construction) Ltd., had come in the lounge to see-off an important delegation. I let him say bye bye to his guests. As soon as he became free, I asked Mr. Paranjape, "Sir, what's the big event on this 19th August at Blue Ridge?"

"Come on! Let us go to my cabin and talk," Mr. Shashank Paranjape said.

"Ravi, You know? For last 3 - 4 years i am doing a research on this subject. I am going to develop a facility for the families who have - physically and mentally challenged - children," Mr. Shashank Paranjape said, as soon as we entered his cabin. Very passionately Shashank described the need of such facility. When he was describing how these parents suffer and worry about the future of their challenged sons and daughters, his blue eyes were melting. His handsome face was full of care and love. His well built figure started looking soft and gentle.

"You make me nervous. I started feeling as if i am a selfish pig - an insensitive person. I always try to forget - ignore - all the sad things and focus on joy - happiness. And look at you - who has wealth and opportunities to enjoy all luxuries - thinks and cares for old age, seriously unwell old people, and now - you want to develop a facility for these unfortunate families! Why?," I asked Mr. Shashank.

"It's my job! I am "Builder". I provide housing," Shashank said.

"Yes, but these are serious issues. Huge responsibilities. It's not plan - build and - sell business," i said.

"I am not into charity! I develop a business model. Like Athashri. As a builder, i believe, it's my duty to develop housing for the people who have special needs," Shashank Paranjape said.

"Are you going to launch this on 19th?," I asked him and did my duty.

"It's still in the planning stage. I discussed because we are meeting after a long time," Mr. Paranjape said. His secretory told Mr. Paranjape that someone has come, so i took his leave.

When i came back to the reception, receptionist asked me, "Tell me - what is the big event on 19th August at Blue Ridge?"

"Are you making fun of me?," i asked her.

"No. I am as curious as you are," she said.

"Mr. Prasanna Tamaskar, I am sure, will tell me. Can i see him?," i asked.

"Sure," she said and called him. "Prasanna has told you to go and have a look at the site. He will be free by then," receptionist told me.

"Site? Blue Ridge is 140 acres! Is this his way to say 'No - i don't want to meet you?," I asked her and reluctantly went out.

There was not enough sunlight, but i couldn't resist taking photographs of Blue Ridge. Have a look. As usual, i have posted these photos at the end of the blog. I didn't even reach the towers, Prasanna called me. On my way, i noticed that, now, there is only one sample flat - of a 1 BHK Flat. Some activity was going on around that sample flat. But i didn't shoot, because i was in a hurry to meet my old friend, Prasanna Tamaskar.

"What's up? Ravi Karandeekar is in Blue Ridge!," Mr. Prasanna Tamaskar gave me warm welcome.

"What do you think? Because - i couldn't find any place in Hinjewadi which has a clean toilet and offers free coffee - I am here, because - i want to know what is the big event on 19th August at Blue Ridge?," I said.

"On 19 August 2010...," Prasanna turned his monitor and showed me Google search results and said "Events on August 19, 2010 ...Afghanistan: Independence Day....Whyday....World Humanitarian Day..it would be a Tax Free Weekend 2010..,"

"I said in Blue Ridge Hinjewadi....Are you opening bookings of Bungalows in Blue Ridge?," i asked.

"There are only 65 bungalows. We are not going to open bookings. Bungalows is the Directors' privilege!," Prasanna said.

"Prasanna, i take your word. But, i know for sure that something is cooking...," I said.

"Ravi, give up the idea of a big - sensational - happenings. Here at Blue Ridge, my main priority is to keep my sales on an even keel...," said Prasanna and went on describing steady flow of "walk in" visitors on the weekends.

Good number of property buyers come to Blue Ridge with their families. Not only husband - wife - and children but even with important members - relatives - parents - friends whose opinion matters. Generally, they have researched and short listed Blue Ridge. So, sales executives at Blue Ridge don't give them a sales talk. They answer their queries. Sales executives tell you what is available in all 14 towers of Blue Ridge Hinjewadi. Available properties in the budget range of Rs. 40 lakhs (very few) to 125 lakhs. There is no pressure selling. We discuss, said Prasanna, the available 5 BHK, 4 BHK, 3 BHK, 2 BHK Flats. The positive, negative points, doubts and concerns. Possession dates. Payment schedules. No convincing. Only explaining. Looking for not more than 50% home finance. Very less investors. 70 to 80% are from Pune and Mumbai. A few NRIs.

"In fact, now, pressure is on us. Challenge is not of booking but delivering. Pressure of giving possession by March 2011. This phenomenon is not limited to Blue Ridge - but the same kind of response you will see in Megapolis and Nanded City Pune! Right?," Prasanna asked me.

"Yes! Now, boys are out of the market! Pune real estate market has become an adult!!," I said.

I admire and believe in Prasanna Tamaskar. I got his point. But, i know that big boys also like to play - so, you can't deny the possibility of some big event on 19th August at Blue Ridge Hinjewadi! Right?

Piramal Group's realty fund picks up 24% in Flagship Infrastructure - Paranjape Schemes' venture which is developing Blue Ridge Hinjewadi Pune 411057

Ajay Piramal Group promoted real estate fund Indiareit has picked up 24% stake in Paranjape Schemes' Flagship Infrastructure that is developing a township project, Blue Ridge, and special economic zone (SEZ) project in Hinjewadi near Pune, a person familiar with the development said.
Blue Ridge Hinjewadi Pune 411 057:

Indiareit Offshore Fund had subscribed to 4,000 warrants of the entity and is now converting it into equity that will give it a 24% stake. “The warrants are being converted at Rs 55,110 per share translating into a deal worth Rs. 22 crore as per an application made to foreign investment promotion board (FIPB),” said the person on condition of anonymity. FIPB is the nodal body that clears foreign investment proposals in the country.

Paranjape Schemes' Blue Ridge Public School, Hinjewadi, to open doors for admission on 19 December '09

Blue Ridge Public School to have an exceptionally high teacher-pupil ratio, to ensure pedagogic excellence as well as all round development of students at par with global standards

The unique feature of the Blue Ridge Public School’s curriculum is to focus on the social context which has been kept inseparably linked with the academic aspect.

Also, teaching is designed to address the differing needs of children with varying styles, speeds and potentials of learning, so that they emerge well-equipped to face the challenges of life.

The school lays great emphasis on soft skills and personality development. The sports complex, spread over 5.2 acres, encompasses a soccer field, three large courtyards and an indoor basket ball court.

The school also provides three libraries, well equipped labs for physics, chemistry, biology, math and computers, in addition to a multipurpose hall with a built in stage.

Mrs Swapna Joshi will head the pre-primary section while Mrs Smita Kshirsagar will be at the helm of the primary school.

The Blue Ridge Public School, run by the Blue Ridge Education Institute, set up by the Paranjape schemes in the field of education, will open its doors to the public on 19 December for admission to the academic year 2010-2011.

Admissions will initially be only for the pre-primary and primary sections. The pre-primary section will have two divisions each to begin with and four divisions each eventually. The six sections of at the pre-primary level will have six activity rooms, apart from the spacious classrooms.

“The ICSE curriculum at our Blue Ridge School is specially designed to cater to a child’s overall development in respect of academics, culture, language and social dynamics,” said the PSCL Managing Director, Mr. Shashank Paranjape, who is also the Chairman Blue Ridge Education Institute.

“A part of this endeavour is the high teacher-pupil ratio at the School, which is unprecedented in India. It is 1:12 for the pre-primary and 1:15 for the primary section against the national average of 1:42. As very few schools in India can boast of such a high ratio, the Blue Ridge School will set up a benchmark in this respect for other schools to emulate.” He adds.

Backed by an illustrious tradition of close association with such distinguished institutions of learning as Parle Tilak Vidyalala (Sathe College – Vile Parle), Ramabai Paranjape School (Andheri), Paranjape Vidya Mandir, Kothrud and Maharashtra Vidya Mandal, ( Pune), the Paranjape Schemes Construction Limited (PSCL) now offers at its Blue Ridge Township, the Blue Ridge Public School.

PRA Realty launches The Lake District, 110 acre township of 1.5 BHK, 2 BHK, 2.5 BHK and 3 BHK flats, at Yeolewadi village, Kondhwa annex

First 100 plus acre township launched in the last 2 years of recession in Pune real estate market!


In the first week of October 2007, after the sub-prime crises in U.S., Deepak Parekh, Chairman of HDFC, announced that Indian economy and real estate in particular is badly hit and slowing down.

However, in the last week of the same month, on October 27, 2007, Paranjape Schemes, in which HFDC has a stake, launched Blue Ridge Hinjewadi, first integrated township of 100 plus acres in Pune real estate market which had foreign direct investment.

Though most of the experts were rejecting the real estate slow down as a "short term phenomenon", or "not as serious as 1996" , Kumar Properties and Avinash Bhosale Group launched their 100 plus acre integrated township with foreign direct investment Megapolis in the third phase of Hinjewadi without any fanfare in the last week of April 2008.

Sensing the impeding danger, on the first day of June 2008, Mr. Satish Magar not only opened the mega-shop Nanded City Pune without any merchandise but pre-sold the future stock too! However, since Nanded City Pune has Magapatta City and Amanora Park Town at Hadapsar type farmers ownership and business model, it is not in the league of Blue Ridge and Magapolis.

Point is, launch of PRA Reallty's The Lake District ( www.thelakedistrict.co.in ) , 100 acres plus township with foreign direct investment, nearly two years after the launch of Blue Ridge Hinjewadi, proves that every patient admitted in the Intensive Care Unit (ICU) doesn't die. The patient can survive and enjoy few happy moments in the process of recovery!

Thank God! Yatra Capital, major investor in Kolte Patil's 78 acre township in Kharadi and Amanora Park Town's Market City, is in no hurry to exit!

"All those who said that we (Indian economy) have decoupled from the US (financial crises) are in for a shock", says Sir Nigel Broomfield, non executive director, Yatra Capital PLC.
Sir Broomfield, non executive director, Yatra Capital PLC., feels that although the prevailing mood in the Indian realty sector is sombre, recent developments make the space attractive in the long run.

ET Intelligence Group caught up with Mr Broomfield to know about his India initiatives and future growth plans. Excerpt from his interview:

Where do you think is the Indian real estate headed?

Sir Broomfield:

The fact that the US is the world’s biggest economy, one just cannot remain unaffected.

It affects different countries in different ways, but real estate (because that is where the trouble started in the US) has been affected disproportionately.

Similar is the scenario with Indian real estate.

Sentiments are down and affordability has been hit the most.

However, the response to new project launches (which are 15-30 % lower than market rates) has been encouraging.

Mortgage rates have also come down by 200-250 basis points in the last three months.

In the long-term , Indian real estate remains attractive.

How soon do you expect a recovery in the market?

Sir Broomfield:

There is definitely more pain to come, but the fundamentals here are good.

India is a huge economy with 45% of the population below 30 years.

Internal demand is huge.

When compared to other economies, India is still growing at 5.5% besides China, which is growing at 7%.

This gives the two countries edge over other economies; hence, foreign investors are still looking at India, though they are not investing yet.

A lot of real estate projects are stuck for want of funds. Will this affect your India strategy?

Sir Broomfield:

The overall market has had a very severe and sharp correction.

However, we are in no hurry to exit, as we are a long-term fund.

Our investors are people, who understand ups and downs of the real estate market.

The stupendous rise in property prices over the last few years lured a lot of people, who came in at a later stage in the real estate market.

They thought that the market will always remain upbeat and they would be able to generate quick fortunes with no trouble. But, they missed the fundamentals.

We believe that our fund strategies will prove to be beneficial in the long term.

Hot Pune real estate market news:

Yatra Capital's joint venture with Kolte Patil Developers' was, no doubt, hot Pune real estate market news. It was Yatra Capital's first investment in Indian real estate. Ajoy Kapoor of Saffron Advisors, managers of Yatra Capital, was considered as a hero for daring to invest in Tire II city.


Along with Kolte Patil, Yatra Capital invested in 1.5 million sq feet Market City. Which was going to become not only "largest shopping centers in Pune", but an "engine", revenue generator of Amanora Park Town.

Sir Broomfield's statement about "effect of US financial crises and recession on Indian real estate" is not a news for you. Because all of you, my readers in US and in IT, were talking it for long time.

However, Yatra Capital's plan to remain invested is, for sure, good news for Kolte Patil and Amanora Park Town.
