Bhrashtachar Ki Ganga

Builders, Bureaucrats & Politicians Nexus in Pune Real Estate Market:


Mr. Atul Goel of Goel Ganga Group - Builders for Change - Pune Builders' Protest March Against Corruption

Just 2 weeks after the builders in Pune real estate market organized protest march against 'corruption', Mi Marathi channel telecasted special show - Bhrastarachi Ganga - Bhrashtachar Ki Ganga - which exposed the nexus of builder, bureaucrats & politicians. The builder was Goel Ganga Group. The bureaucrats were from Maharashtra Pollution Control Board - MPCB. And the politician was the minister of environment Mr. Ramdas Kadam.



In spite of stop work notice from Maharashtra Pollution Control Board, construction of residential cum commercial project on Sinhagad Road is in full swing. Why? Is it because of some 'mutual understanding' between Goel Ganga Group, MPCB & politicians? Asked Mi Marathi.

MPCB has sent notices to cut water & power supply. But hasn't taken any action. Hasn't implemented the notice. Why? Who is protecting Goel Ganga Group? Asked Mi Marathi.

Mr. Ramdas Kadam, Minister of Environment, is known as "Dabagn Minister". Why isn't Dabang Minister taking an action against the builder who has violated Environment Protection Act? As per Mi Marathi TV Channel, the sanction was for 12 Buildings, 552 Flats & 84 Shops but Goel Ganga Group has constructed 15 Buildings 738 Flats & 115 Shops. Result is - environment is damaged & residents are suffering.

Shoot the Messenger!


Curious to know Goel Ganga Group's take on the expose, at Pune East Property Exhibition, organized by CREDAI Pune Metro, I asked salespersons in the stall,"Your company is shining on the TV Channel! Any comments?"

"You know why? It's all because of one disappointed property buyer - who had contacts with the media & RTI activists. He was demanding a few lakhs to settle some construction related issue about his property. But we refused to pay. Because it was not our fault. The disappointed buyer went to media. And - you know - these TV News Channels need news to run it 24 hours," the salesperson in Goel Ganga Group stall said.

"Okay. It means that it's all about running a channel 24 hours. Not about violation - damaging environment - corruption - illegal construction - MPCB - politicians. Right?," I said.

"Didn't I answer your question? You asked me about TV expose!," said the salesperson in Goel Ganga Group.

Shiv Sena Workers Attack RTI Activist With Iron Rod, Blacken His Face

Yes, sir! Your response was classic. You have simply ridiculed the TV Channel, the so called unsatisfied property buyer & the RTI Activist. When you can't win - defeat the enemy by making financial allegation against him. Belittle - downgrade - discredit - the enemy. Shoot the messenger. The issue will eventually perish. Rot out.

Most of the builders & politicians have mastered this skill well. Recently, at the launch of an event, one builder did the same thing with me.

He caught hold of me and said - If you write negative about my offer - I will not spare you. I will not keep mum like other builders. I will tell the whole world that you are a blackmailer. You are writing negative about my offer only because I refused to pay you 5 lakh rupees. Look around - all these people are ready to testify that you demanded money from me & I refused.

He didn't stop here. He winked at his friends and asked - "Did you all hear what Ravi Karandeekar said - If you don't give 5 lakhs - I will write negative about your offer - He tried to blackmail me - You all are witness. Right?"

"Yes! We are!!," said all friends of the builder.

Except one. Because he was shooting the incident on his mobile phone!

Vascon is Back in Business!

Vascon Engineers (www.vascon.com) participated in the last East Pune Property Exhibition organized by CREDAI Pune Metro Property. Vascon Ela opposite corporate office of Sulzon at Survey No 169 (part) Sade Satara Nali Hadapsar near Amanora & Windermere at Koregaon Park were on display.

"Glad to see you!," I said to the person in the stall.

"Yes, we are back. We are going to complete these two projects!," the person in Vascon stall gave me a smile and said.

Recently, in an effort to conquer the debt mountain of more than 350 crores, Vascon has sold its stake in Hyatt Regency. And it was announcing it's come back by participating in an exhibition organized in the same hotel. Isn't it ironic?

Are these people aware about Vascon's struggle to survive? Looking at the couple in Vascon stall - I asked myself.

What about the debt mountains of the other big & small builders in Pune real estate market? How can property buyers find out how big is the debt mountain of the builder?

Vascon is a listed company. Its financials are reported & discussed in public. For example - To reduce its debt burden Vascon has sold its stake in - Hyaat Regency, Holiday Inn near Hinjewadi, Galaxy Hotel in Goa, IT Park & plots in Nashik etc. is news. To bring down debt below 200 crores, Vascon had come out with rights issue. To fulfil the requirement of working capital, the promoters of Vascon have increased their stake in the company - is out in the public domain.

But, what about the builders who are not listed public limited companies? How can a property buyer know about these builders' financial status?

Isn't it a big risk to book a flat without knowing whether the builder will remain in the business or go bankrupt?

Or should we all play safe - and follow the advice - "It is worth waiting to buy homes till April 2016"

When you do not know anything about your builder's Debt Mountain - What else can you do but wait?

Please, give time to your builder to refinance his debt before the D Day - 31st March 2016.

Make sure that he remains in the business. Can complete the project.

Entire Land and Building Must be Conveyed to Housing Society

The Bombay High Court (HC) recently clarified that the Promoter/Developer has no right to sell any portion of the building which is not a flat and the entire land and the building has to be conveyed to the society.

The only right which remains with the promoter is to sell unsold flats.

HC further observed that selling of common amenities like the basements, cellars, yards, gardens, parking areas and storage spaces is contrary to the development agreement and the provisions of development control regulations.

Sanklecha Mango Woods, 2 BHK Homes at NIBM, Kondhwa, Pune - Delayed Possession of Flat? - Stalled Project? - What can Pune property buyers do?



Pune flat byers, please, help the flat buyers in Mango Woods.

Visit Sanklecha Constructions' Mango Woods (www.sanklecha.in) at Survey No. 39/4, Pisoli, behind Kumar Princetown, NIBM Road, Undri (NIBM Annexe), Kondhwa, Pune 411 048(!?)

Inspect the construction status, and please, tell the flat buyers - when they can get possession of their flats.

The other day, I visited Mango Woods. Some work was going on. I visited a few flats. I talked to a couple of flat buyers. But, you know what? I failed to guess the possession date.

Someday - for sure - you will get the possession. That's all I could say.

Sure. Someday - we will. But when? In which year? For the last 3 years - we are waiting for that day. The flat buyers said.

Why don't you ask the builder? I asked.

Yes, we can! The builder will give the date. But not the possession. In the last 3 years he has only given dates - Tarikh Pe Tarikh - not possession. Said the flat buyers.

When you booked the flat - why did you think that the builder will be able to complete the project? I asked.

Sanklecha Constructions is from Nashik - they are in construction for many years - at Nashik their reputation is good - so we assumed that they could - said one flat buyer.

You were right - someday - as per their convenience - they will complete the project & give possession! I said.

Yes! What to do to get it as early as we can? Asked the flat buyer.

What have you done in the last 3 years? I asked.

We have done everything - we could. Collecting mobile numbers & email ids of maximum number of flat buyers. Forming Goolge & Whatsapp groups. Organizing builder & flat buyers meetings. Discussing & negotiating new possession dates. Helping the builder to sell the flats. Persuading flat buyers to pay their outstanding installments. Frequently visiting the site to confirm that the construction work is going on.

What more can we do? The flat buyer asked.

It means that you - the builder and the flat buyers - are on the same page - both of you are working together as a team to complete the project - Right? I said.

Yes! We have practically become - co-promoters!! Said the flat buyer.

When you book a flat - that's what you become! I said.

But we don't have any say - any power - to speed up the construction - we are helpless. Said the flat buyer.

In this situation - can't we do anything more than just waiting anxiously - suffering miserably - can't we do something more than begging for possession? Asked the flat buyer in Mango Woods.

Sure, you can! I will find out and come back to you. I said & took their leave.

So, please, help me find out what flat buyers can do in this situation.

Text of Email Correspondence between Mr. Sanklecha, the builder & Mango Woods Flat Buyers' Group:


1) Date: 19 May 2015 19:43
Subject: Moms 3rd meeting

Dear all,

This was a third successful meeting between residents of Mangowoods & Mr Puneet Sankalecha with his team at the premises of Mangowoods.

Team thanks Mr Puneet Sankalecha for sparing his valuable time & specially travelling all the way from Nasik to attend the meeting to show his determination towards successful project completion.

Team observed & brought it to the notice of the developers that the commitments made in the first meeting regarding the deadlines were not coming through including the commitment for MSEB by 15th of the May 2015.

Mr Sankalecha on his behalf explained poor & lack of recovery being a reason behind the slow progress of the project & requested the team to cooperate by releasing the dues.

Team requested Mr Sankalecha to create a joint account whereby one of the team members remains a joint signatory & allows the team to regulate how the funds are assisting the speedy completion of the project.

Mr Sankalecha though considerate towards the above suggestion expressed an inability to comply as there are many partners & legalities involved & instead offered close scrutiny of his accounts by providing regular statements & control over the issued checks which was accepted by the team after deliberation.

He further requested to release the infrastructure cost from those who haven't paid same as it goes into a different account & can be immediately utilised for the project completion & agreed for the close scrutiny & also for checks to be verified of that account .

This suggestion was accepted by the team. Mrs Mayura Patki has agreed to cooperate by providing the list of remaining buyers & their contact emails & phone numbers though the individual dues will not get disclosed to another individual.

We on behalf of team have agreed to explain the situation & the control over the accounts to the rest & try to obtain a cooperation for the recovery of the dues towards an early completion of the project.

Dr Sameer Badami & Mr Saifee Lokhandwala have been chosen as representatives from the team to monitor the accounts & they both have agreed to keep the transparency with the team.

We discussed regarding the possible future location of the clubhouse & other landscapes with Mr Puneet Sankalecha, he has advised Mr Bharat Kohokade to arrange the meeting between the team & his concerned person towards which Mr Bharat has agreed to revert soon.

Team pointed out lack of the aluminium structures shown in the layouts that cover the dry balconies & ducts as shown in actual layout, Mr Puneet agreed to provide them towards completion of the project .

With the consideration of the present situation it is presently assumed that the project has been delayed by approximately a month from previously agreed timeliness.

In all it was a very productive meeting between the Team & the developers & we await the commitments made by Mrs Mayura regd the list & Mr Bharat regd concerned appointments by the end of the day.

Subject: Progress of Work at Mango Woods

Mr Puneet, Mayura and Team,

We had a meeting at the Mango Woods site on Saturday, 27th June to evaluate the progress of work. We understand that A building is nearing completion. However, we would like a definite answer with timelines on the following items:

MSEB: During our initial few meetings, we were told that MSEB work would be COMPLETED by 15th May 2015. There is still no progress on this front. Please provide a definite timeline as to when this will be done.

Water Treatment Plant: After repeated requests, we have still not heard from you guys with regards to the water treatment plant that is mentioned in ALL agreement copies. There was a mention in the meeting by one of your staff that it would be placed between the two buildings but we would like a written confirmation on that front.

This is not something like the LPG connection which was mentioned in the brochure and some of the initial agreements and was later removed. There also seems to be a fair amount of confusion between your staff in the simple difference between a Sewage Treatment Plant and a Water Treatment Plant. We cannot have borewell water pumped directly into the bathrooms for bathing/brushing as the American Standard fittings won't have any 'standard' left within a month of usage. Besides, from a hygiene perspective, direct usage of borewell water is not advisable. Please let us know where the WTP unit will be accommodated and when it will be setup.

Children's Play Area and Community Hall: It was decided during the meeting that the children's play area will be placed in the vacant spot next to the society entrance. The community hall space will be allocated next to the gymnasium. The rationale behind this is that the washrooms etc provided within the gym/swimming pool area can be used during any event that is hosted at the community hall. Besides, from a space utilization perspective, it makes more logical sense. Let us know if there are any issues with this arrangement or if you will be proceeding with this decision.

Backup Generator: We need to know the capacity of the backup generator that has apparently already been ordered. Several members had doubt as to whether the capacity will suffice for all common areas given the total price of the unit. Do share the specification details with the Mango Woods team so that we can evaluate.

Overall Project Completion Timeline: A tentative timeline of July end for A building and two months beyond that for B building was communicated. Most people are fast losing patience and hence it would be good if you can honor these timelines at least this time. A lot of us are losing out on tax benefits against the home loan since we don't have possession. Please take due cognizance of this fact that people are losing a LOT of money cause of this delay.

We are working together to collect funds but it is not our responsibility and more specifically of Dr. Sameer Badami to do the fund collection duty for you guys. It would be prudent for your team to do the required follow up for outstanding payments. We will continue to disburse amounts as we receive them.

At the bare minimum, we expect a reply to this email within the next two days. Please don't make us follow up on phone and SMS for a simple response.

Unhappy & Stressful Home Life - Reasons Revealed!

On 13th October, 2015 property buyers in Pune found out why they were unhappy on the home front.

Their servants were taking disadvantage of them. To abuse the homeowner - the maid, cook & driver had formed a gang. However, the gang members started fighting for the loot & made other gang members life miserable. The maid couldn't tolerate it anymore & broke away from the gang. And all came out in open.

We are all prisoners by our own means.
We weren't tricked into this situation by anyone else;
If we were tricked at all, we tricked ourselves


Fight against corruption

Unfortunately, a few homeowners haven't yet realized that
this is an opportunity to put our home in order.

We were tricked into this situation because of us.
Not by someone else but because of our own deeds.

Most of us have forgotten that all of them are our servants.
A builder. A politician. A bureaucrat.
All are public servants. Lok Sevak.
They are not our masters.
We, the citizens, are their masters.

We have given them particular role & responsibility.
We pay them for serving us.
To work as a facilitator to build homes for us.
To prepare fair policies & plans.
To execute the rules & regulations.
We expect them to serve us efficiently.

But we are not served well.
There is a huge deficiency in service.
Actually, we are exploited & abused.
We are unhappy.
Our home life has become stressful.

It means that - we have to put our life in order.
We have to take firm steps to discipline our servants.

Corruption & exploitation of one servant by other is not that servant's problem.
It's homeowner's problem. It's our problem.
Ultimately, we suffer. Our home life becomes unhappy & stressful.

We give power to builders, civil servants & politicians. And we can take it away too.
We are the masters. It's our job. We have to clean, declutter & organize our home.

Wake up! Fight against corruption!!

Pune Builders, Join Hands to Eradicate Corruption - Grahak Panchayat

Protest is good. But not enough.
To eradicate corruption builders & property buyers must join hands:



For years, corruption was builders' Aladdin's Genie! Even for a normal & regular work, builders were paying bribes to big & small politicians, bureaucrats & their peons to get the things done. And they were happy about it.

The bribes have become just an additional expenses - administration charges - extra fees. Which any builder can easily recover by looting property buyers. By hiking property prices. By charging exorbitant amounts for Infrastructure, MSEB, Society Formation, Legal Fees, Preferential Location Charges (PLCs), Floor Rise, etc.

Fact of the matter is, the builders have become looting agents of politicians & bureaucrats in Maharashtra. Corruption has given them license to loot property buyers. Real estate industry has become 'criminal enterprise' of corrupt politicians & bureaucrats.

But after the suicide of Mr. Suraj Parmar of Cosmos Group and president of Thane chapter of Maharashtra Chamber of Housing Industry (Credai-MCHI), builders suddenly realized that they themselves have become the victim of corruption. The corrupt politicians & bureaucrats are exploiting them too. And, they are as vulnerable as property buyers.

The corruption is no more an Aladdin's Genie. Corruption is a monster. Builders have realized. On 13th October 2015 they have decided to protest against corruption. All the members of CREDAI, are going to observe protest with closure of offices, sites office, registration and construction work throughout the country.

Good! Protest against corruption is a good step. But not enough to eradicate corruption.

To clean the system by eradicating corruption builders have to do much more than one day protest. They have to join hands with the property buyers. Says Mr. Vijay Sagar of Akhil Bharatiya Grahak Panchayat Pune.

Together we can open a war against the corrupt system & win it too. Says Vijay Sagar.

Of course, first builders must stop looting & extorting property buyers. The builders have to rationalize the property rates. Stop demanding exorbitant charges for Infrastructure, MSEB, Society Formation, Legal Fees, Preferential Location Charges (PLCs), Floor Rise, etc.

If the builders do this - property buyers will help & assist them to get sanctions & approvals, NOCs, completion & occupancy certificates and all required services from collector, town planning, PMRDA, PCMC & PMC offices - fast & without paying any bribe. Says Vijay Sagar.

Together we can fight for rationalization of ready reckoner rates, low stamp duty, VAT, service charges, double taxation and all other issues.

Together we can fight for low development charges, better infrastructure & efficient implementation of development plans.

Even for fair real estate bill.

Grahak Panchayat believes that property buyers & builders are actually two sides of the same coin. Our interests are common. We all are consumers of the state & local government.

And at the end of the day - the bribes you pay is our - property buyers - hard earned money.

If the property buyers refused to pay - the builders will be Na Ghar Ke Na Ghaat Ke.

Instead of that, if builders join hands with property buyers - it will become people's movement against corruption. And you know, corrupt politicians & bureaucrats have always proved powerless against the people's movements.

So, if you are truly against the corruption - members of CREDAI Pune Metro, Marathi Bandhkam Vyavsayik Association and all other associations of the builders & developers - you must join hands with property buyers. Together we will eradicate corruption. That would be true Shradhanjali to Mr. Suraj Parmar of Cosmos Group. Says Mr. Vijay Sagar is this Hindi video.

Prudentia Towers at Wakad, Pune - Any Questions for Mr. Aditya Javdekar?

Mr. Manish, one of my readers, asked my opinion about Vilas Javdekar Developers' Prudentia Towers at Wakad, Pune.

Sorry. I don't know anything about it. I said.

Javdekar opened booking on 25 - 27 September & received huge response. Manish told me.

Really! How do you know? I asked.

I have been there. I have already booked a 2 BHK Flat. That's why I am asking your opinion. Manish told.

Javdekar is a juggler! What's the offer? I asked.

No offer. Unusual! Isn't it? Manish said.

Certainly, unusual - strange - unbelievable! What is the construction status? I asked.

Nothing. No construction. But the salesman said that the project has received EC - Environmental Clearance. Manish said.

EC is good. In these days - Don't you think that it's too risky to book when the construction hasn't begun? I asked.

Certainly, it's a big risk! That's why am I calling you! Manish said.

Tell me what tempted you to take the risk of booking a flat in Prudentia Towers. I asked.

Budget! Said Manish.

Okay. Let me study the project & come back to you. I told & hang up.

I visited the site of Prudentia Towers at Wakad. Couple of times. Not because I liked the project. But because I couldn't get a satisfactory answer to my simple question - like - 'What happened to Pallasio Towers at Wakad - launched in 2013?'. Or the difficult question like - Why did Prudentia Towers receive such a good response?

One sec - what is sq.ft.? I am born in the same year - India adopted Metric System. That's why I only know - square meters. Don't understand sq. ft. I said.

It means that - you don't know - 'Why was the first night with the King - a big disappointment - for the Princess?' Asked the salesman.

Because she always thought that 'Ruler' has 12 inches. Said the salesman at TruSpace Prima Domus.

I assume this is a joke. Can you convert it into meters & centimeters? I asked.

What is saleable area? I am born & brought up in Pune. Pune is in the state of Maharashtra. In Maharashtra - flats are sold on carpet areas. That's why I find it difficult to understand what you are saying. I said.

632 to 721 sq .ft. I assume. I said.
