DNA Pune Speak Up -
Would you like to react to the "water affidavits" issue in Pune?
Write to punespeakup@dnaindia.net

Pune's Watergate

PMC, builders must come clean

The common man in the fringe areas of Pune has suffered at the hands of the Pune Municipal corporation (PMC), which indiscriminately gave building permissions without making a provision for water supply. The PMC's "water affidavits" were dishonored by many builders who did not provide a copy of these affidavits to flat buyers. Here are some "Speak Ups":

1) It's imperative that builders show the affidavits to buyers -
Col (retd) SG Dalvi:

List of real estate projects: Both the stakeholders, the PMC and Credai (Pune) should come together to make a list of societies that have made these affidavits. The list should be kept in the public domain, like on the PMC website. If this is done, people will at list know which societies come under this list.

Builders - Advertise and Show: Credai (Pune) should enforce members to give advertisements saying they have made water affidavits. It's imperative that builders show the affidavits to the buyers before selling flats to them.

Water Bill?:If PMC rules make it mandatory for the builders to provide water to residents, they should also mention who has to foot the water bills.

Water Tax?:If the society comes under the "water affidavit" list, the property buyers should not be liable to pay water tax.

2) The issue is not affecting us as we take care of this aspect -
Rohit Gera, Executive Director of Gera Developments Pvt. Ltd. and Vice President (Market Study & P.R) Credai (Pune):

We sign many affidavits before we get the completion report for our projects.
Every builder has to sign them.

As far as I and my company are concerned, we are not facing any problems because of the water affidavit issue since we are taking care of this aspect as far as our customers are concerned.

3) It is PMC's duty to provide water in residential areas -
SR Kulkarni, President, Pune Marathi Builders Association:

The PMC has adopted a wrong policy of taking affidavits from the developers to arrange for water supply. In reality, it is not possible. If the PMC is charging the tax to citizens and taking these charges from developers, it is the civic body's duty to provide water.

Developers need permission, so instead of fighting with the PMC, they just file these affidavits.

Home buying on the rise, CREDAI (Pune) to launch 2nd property exhibition - Press Release

Best of East: From Today, June 5 to June 7, '09
at Weikfield IT Park, Viman Nagar, Pune

With the better than expected response to their previous property exhibition, the Confederation of Real Estate Developers Association of India, Pune (previously known as PBAP) will launch its second of the series of 8 property exhibitions- the Best of East starting from June 5 to June 7, 2009 at Weikfield IT Park, Viman Nagar, Pune.

Result of the Best of West - 450 bookings!

At the last area specific property exhibition, the Association had over ___ footfalls that later converted to bookings in a span of one month. Says Anuj Bhandari, chairman exhibition committee, CREDAI (Pune), `` we are very happy with the response to our last exhibition. We had 450 bookings as a result of the Best of West. People’s sentiments about home buying is changing as is evident from the response.’’

Reasons:

The reasons for this, says Bhandari are several. "Many factors are contributing to this upward movement in home sales.
1)Rationalized Property rates: First and foremost the prices have rationalized. They are more realistic now and the customer has sensed this.

2) How to make property affordable?
Reduce rates or reduce flat sizes!
In fact many of our members have reduced their rates or reduced flat sizes making them more affordable..

3) RBI: Add to this the push the RBI has given to the realty industry by improving liquidity and reducing interest rates.

4) Thanks to Rahulbaba!: We believe that with the elections now over and the country having a stable government, more people who had put their purchase decisions pause temporarily will now come out to buy.’’

1 bhk, 1.5 bhk, 2 bhk, 3bhk, 4 bhk & bungalows!

Experiencing this buoyancy, the Association is launching its second exhibition that will showcase properties in the east of Pune that will cover areas such as Viman nagar, Kharadi, Dhanori, Wanowrie, Manjiri, Undri, Koregaon Park, Kalyani Nagar etc.

Over 100 projects from 35 developers will be on sale. Says Bhandari, ``we have flats that suit every budget. Starting form Rs. 10 Lakhs the Association members have 1 bedroom 1 and a half bedroom, 2, 3 4 and even bungalows are available at the Best Of East exhibition.

We have noticed that the East of Pune is more cosmopolitan in nature and people who have rented homes are finding this a good time to convert their rents into EMIs.’’

On June 5, 2009 the Best of East Property exhibition will be inaugurated at 4 pm. Home buyers can visit the exhibition to find the best suited homes from 10 am to 8 pm till June 7, 2009.

The Best of East Pune - 5th, 6th & 7th June '09 - Weikfield IT Park, Nagar road - CREDAI Pune property exhibition

Real Estate Projects in East Pune:

In this 2nd area specific property exhibition, (1st was Best of West Pune), members of Confedaration of Real Estate Developers Association of India, Pune (formerly PBAP) will display their projects in these locations: Camp, Koregaon Park, Kalyani Nagar, Viman Nagar, B. T. Kavde Road, Mundhwa, Kondhwa, Manjri, Handewadi, Hadapsar, Mohammadwadi, Kharadi, Wadgaon Sheri, Ghorpadi, Lohegaon, Vishrantwadi, Tingre Nagar, Dhanori, Kalas, Wagholi and Undri.

Building fund for PBAP office!

Besides promoting sales, these property shows serve one more purpose. Every participating builder adds Rs. 20,000 to the building fund for PBAP office.

I am sure, Pune property buyers would like to contribute to this corpus too. Each and every Pune property buyer would be happy to pay Rs. 5 as an Entry Fee for the exhibition. Am i right?

After all, by booking a flat on the day of launch and while the project is under construction, we all Pune property buyers finance the builders.

Financing the office building of the builders' organization, which contributes almost 5% (is expected to rise to 6%!) to the gross domestic product (GDP) of India and provides jobs to millions of Indian citizens, can be considered as a token of appreciation from the Pune property buyers. Am i right?

Dear Raju of Hinjewadi, Is job uncertainty and no raise in salary forcing you to opt for smaller flat?

Worry not! Pune builders are there to full fill your wish!!

Thanks Mr. Rohit Gera! Because of you Pune property buyers are not going to miss past president of PBAP, Mr. Lalit Kumar Jain!!

Read this statement and vote Mr. Rohit Gera for the next "President of Credai Pune"

"More and more people are preferring smaller flats now.

It is happening because of two reasons.

First, the affordability is being impacted because of recession.

Second, the segment that was buying larger flats came from the IT sector. Now, since there is uncertainty in this industry and salaries are not rising as fast they would earlier, this segment is preferring compact homes.

Developers were just responding to this shift in demand from larger homes to smaller ones.

The trend has emerged in the last two or three months.

The market had anyway come to a standstill before that.

Hence, the plans are being revised," said Rohit Gera, vice-president of the Confederation of Real Estate Developers Association of India (CREDAI), Pune. To read more, please, visit - Builders seek to resize housing plans

Pune property buyers don't want reduced property rates but reduced size of the flat!

In the comments on my Ravi Karandeekar's Pune Real Estate Market News Blog, you demand for property price reduction but, my dear friend, Raju Of Hinjewadi, you go and request M/s Rohit Gera and Co to reduce the size of the flat. Raju, you tell builders your sad story and cry for help!

My heart is not as big as Pune builders who are taking trouble to make their flats smaller for you. However, i am considerate. Dear Raju Of Hinjeawadi, I respect your wish to pay high property rates for smaller flat. After all, standard of life and happiness doesn't depend upon the size of your living room or bedroom.

Mr. Rohit Gera, thanks for being so kind to Pune property buyers. After Mr. Lalit Kumar Jain, you are the savior of Pune real estate market and my blog! You should become the next President of Credai Pune.

Wait for 6 more months - Promoters and Builders Association of Pune tells you not to book now!

Take off point or Tip off point for Pune real estate market?

On Friday, to cheer up the property buyers who are sitting on the fence, waiting for the property prices and home loan interest rates to come down, Promoters and Builders Association of Pune (PBAP) gave a good news!

PBAP president Lalit Kumar Jain told the media that "In a few months interest rates would come down to around 7.5 per cent!" He also added that "It will be the take off point for the city's realty sector once again."

It means, now PBAP is also convinced that there is some sense in not booking a flat at this point of time and suggests you to buy a property after a few more months when interest rates come down!

Few means 6 months!

PBAP is giving you this tip because each and every member cares for Pune property buyer. And every builder is as anxious as the home buyer to find out when the wait is going to end and when (flat) booking will resume in full swing.

One of my source, has told me that this claim about interest rate is not only a motivational slogan but it is based on the solid prediction of nun other than CEO and Managing Director of ICICI Bank Mr. K V Kamath! Mr. Kamath has declared that "interest rates are set to fall by up to five percentage points in the next six months as inflation is moving towards zero level.
"All I can say is that four-to-five percentage points correction in interest rates from where it is today...this correction, I think, will be by July...this is where the interest rates are tending in six months from now," Kamath said in an interview.
But the credit for jumping to the conclusion that "low interest rate would be a take off point for Pune real estate" goes to PBAP! Because, actually in the same interview Mr. K V Kamath has warned us about the impending "deflation"! Mr. Kamath says:
"Interestingly, we are heading towards deflation that is very clear, or rather we are heading towards very low level of inflation...
Those who understand little bit of Economics and Finance will tell you that it would be a tip off point and not take off point!

Deflation: a declining spiral:

In simple terms "deflation" is totally opposite of "inflation".

In 'inflation' we have to pay more amount of money to buy a flat or a thing.

In 'deflation' we have to pay less money to buy a property or anything!

It means rate of the property along with the profits of the builder goes down.

Let me quote Colin Asher, an economist at Nomura Securities. He told Radio Free Europe that the problem with deflation is that:
"In deflation, there's a declining spiral. Businesses make less profits so they cut back on employment. People feel less like spending money. Businesses then don't make any profits and everything works itself into a declining spiral.

Deflation also has a psychological element as it becomes rooted in peoples' psychologies and becomes self-perpetuating.

Consumers are discouraged from buying expensive items like automobiles or homes because they know those things will be cheaper in the future."

What is your take on waiting for 6 more months?

Atul, who's comments you must be reading on this blog, i am sure, will say, "i am telling this for last couple of months!" Yes, i accept, i found it very difficult to agree with him.

Even now, i find it difficult to understand why the leader of more than 300 big and small builders in Pune, Mr. Lalit Kumar Jain is not encouraging property buyers to book a home when things are going exactly as Mark Gongloff (CNN Money) describes! He says:
"when prices fall simply because people have no desire to buy -- leading to a vicious cycle of consumers postponing spending because they believe prices will fall further -- then businesses can't make a profit or pay off their debts, leading them to cut production and workers, leading to lower demand for goods, which leads to even lower prices."
What is your take on postponing booking a flat for 6 more months and waiting for property rates and home loan interest rates to come down as Mr. Lalit Kumar Jain suggests? Please, share your views in the comments. (Comments Policy)

Who is responsible for the unaffordable rates of residential and commercial properties in Pune?

Thanks to Promoters and Builders Association of Pune (PBAP) president and chairman of Kumar Builders Lalitkumar Jain for revealing the truth!

Important questions you should ask while negotiating the property rates:

Oh! PBAP is giving us important points which we could use while negotiating property rates!

Till recently, we thought, property rates are driven by the demand and supply rule. PBPA tells us it is not so. There is some logic and rational reasoning behind property rates and PBAP tries to justify the per sq. ft. real estate price by giving bifurcation. Now, it is our duty to ask specific questions and get ourselves satisfied that the quoted property rate is totally rational and rock bottom!

For example - if the salesman says "property rate is Rs. 3,000 per sq.ft." then you should ask him "OK. Out of Rs.3000, how much you are charging for the state government's stamp duty on development agreement between you and the landlord?"

Mr. Lalit Kumar Jain tells us that per sq.ft. Rs. 400 go to various charges levied by the state government, PMC and centre. Now, it's your duty to ask how much goes under each head to the respective authority and ask the builder to show the necessary document or proof.

In short, PBAP says days of "property rate + parking charges + amenities charges (or club membership or infrastructure charges) + MSEB charges + society formation + legal charges + stamp duty + registration charges" are over. Now, there is more transparency. You have the right to know the details of "per sq.ft. property rate"!

Property buyers in Pune real estate market, if you do not ask these questions, remember only you are responsible for paying unreasonable property rates and PBAP would not feel shy to announce this in the press conference!
To read more, please, visit - PBAP demands cut in stamp duty, opposes ready reckoner rates

Smart property buyer's check list:

I think we should start making a list of important points we should consider while booking a flat and a list of questions we should ask to the builder while negotiating the property rate. Please, share your points and questions in the comments and make this conversation more useful for the property buyers in Pune. (Comments Policy)

Pune realty rates won't drop further - Promoters and Builders Association of Pune (PBAP)

Politically Right Answer!:

Dispelling speculations of a possible reduction in realty prices in the city, the Promoters and Builders Association of Pune (PBAP) stated on Sunday that they have already bottomed out and it is highly unlikely that developers would lower prices further.
The PBAP stated, "Prices in Pune have already corrected to the maximum possible extent and, in some areas, the correction has been as much as 25 per cent.

The majority of the supply in the property market is in the outer periphery of Pune. The rates here are in the Rs 3,000 to Rs 3,500 per sq ft range.

When compared to most other cities, the price range is reasonable considering the proximity of the locations to the city centre.

On an overall basis, Pune has seen a long-term trend of increase in the specification adjusted property rates ( ? ! ) of only 11 per cent to 12 per cent per annum over a ten-year period.

Many developers have already reduced rates by 10 to 15 per cent and some as much as 25 per cent," the statement said.

Feelings:

PBAP's stand on realty prices in Pune has come in the wake of a recent statement made by the Confederation of Realty Developers Association of India (CREDAI), which led to a general feeling that all realty estate markets across the country would see a further price reduction.

Facts:

The builder's association (means PBAP) obtained a feedback from its members and came to the conclusion that most developers, over the last few months, have already reduced their rates in response to the PBAP's call to fix bottom rates.

The move had taken into account the subdued market sentiment and was in anticipation of the PBAP exhibition in October.

Question: Why the prices were unlikely to come down further?

Reason: 1) Because of you! You Pune property buyers, you stopped funding builders
Elaborating on why the prices were unlikely to come down further, the PBAP stated that traditionally construction of residential projects was funded by customer advances.

However, the current slowdown has led to a need for developers to raise construction finance.

The problem has compounded, since the construction finance rates have increased from 11 per cent to 17 per cent over the past few months, that too in the few cases where construction finance is available.

The statement stresses that the increased cost of finance needs to be factored in the overall project costs.
Reason: 2) Inflation:
"While inflation has impacted the cost of construction substantially over the past few years, the current downturn in inflation has not seen any significant reduction in material costs."

Reason: 3) Government of India:
Steel prices came down to reasonable levels and have already increased on various counts, including the government raising the import duty. The net impact of the steel price reduction currently stands at an average of Rs 30 per sq ft

Reason: 4) Wall Street:
The depreciation of the rupee has led to an increase of 20 per cent in the cost of imported materials," said the PBAP

Reason: 5) Pune Municipal Corporation (PMC)
On the local front, the association stated that in the last few years, the Pune Municipal Corporation (PMC) has increased the charges payable by developers for approval of plans by over 300 per cent.

Reason: 6) South Korean and Japanese Car Manufacturers:
Also, the increase in the parking norms by PMC have further led to substantial increase in construction costs.

Reason: 7) Home loan interest rates:
The statement touches upon the issue of the steep increase in interest rates that had affected customers' purchasing power over 18 months ago and, in turn, led to a slowdown in the launch of new projects ( new sources of funding! ) .

Pune Builders Love Pune Property Buyers:

"Around six months ago, the PBAP had appealed to its members to absorb the price hikes of input costs as much as possible and pass on only minimal increases to consumers in light of the affordability concerns of customers," the association said.

Proof No. 1) FRIDAY, APRIL 11, 2008: Promoters and Builders Association of Pune strikes back: increases the per-square-foot rate of flats between Rs 50 and Rs 400 from April 20

Proof No. 2. FRIDAY, APRIL 25, 2008: Builders will increase the rate according to the stage of the construction, says Shantilal Kataria, while talking on rising property prices in Pune

PBAP has done it's best. Now, it's others - Indian Government, Indian Financial Institutions and Obama - turn to do their bit!

Promoters and Builders Association of Pune strikes back: increases the per-square-foot rate of flats between Rs 50 and Rs 400 from April 20

Pune real estate slowdown:

Attack is the best form of defence, Lalitkumar Jain, president, Promoters and Builders Association of Pune (PBAP) knows this very well.

Lalitkumar Jain knows how to answer back the prophets of the Pune real estate slow down. He passes the resolution of the price rise in the PBAP meeting and slaps it on your face.

Instant boom in Pune real estate:

As a boss of all builders in Pune, Lalitkumar Jain takes the lead in "motivating" the property buyers who are sitting on the fence, hoping property prices to come down. He simply terrorizes you by declaring the official price rise not from today but from 20Th April in Pune real estate market.

But he never forgets that he is the head of the family. Lalit Kumar Jain takes care of the members of his family who have a weak heart and big unsold stock. He sets a minimum limit of 50 rupees!

Create the Market Where There Is None:

While more jobs will be created in the city, the builders could always develop less number of new flats in and around Pune. So it's a game of demand and supply. Thank God! PBAP has a visionary, who knows how to create a new market out of abundant supply of buyers.

Who knows, some day Harvard Business School may honor Lalitkumar Jain for taking business beyond developing a unique product like Akio Morita, founder of Sony and waste time in implementing Blue Ocean Strategy to fight competition, as suggested by W.Chan Kim and Renée Mauborgne.

"Demolish encroachments" Anil Bhosale, Leader of the House

Ramnadi, August 5, 2007:

"The ruling Nationalist Congress Party in the PMC (Pune Municipal Corporation)
does not support any builder
and will fully support the administration in the drive.
However, I have asked Pardeshi (Pravinsinh Pardeshi, Municipal Commissioner)
to pull down the constructions and encroachments of big builders on priority,
instead of initiating action against the huts of the local farmers," Bhosale told reporters.

"The developer of the said housing scheme
has illegally constructed a mini-dam on the premises.
The two hotels have constructions that encroach on Ramnadi.
However, these three encroachments do not find a mention in the collector's list
and hence a separate inspection is needed," Bhosale said.'Demolish encroachments'-Pune-Cities-The Times of India

DC releases list of Ramnadi encroachments

Ramnadi, August 2007:

Detailed survey, conducted jointly by the collectorate and the Pune Municipal Corporation (PMC), has established that the developers had extended their plot areas by the filling up the river bed with rubble or soil.

"Encroachments in river beds cannot be allowed and these need to be removed. The law says that if a third party (flat owners) interest has been created, they (flat owners) can sue the builders by approaching the consumer forum," Prabhakar Deshmukh, District Collector, said.

“We will verify what maps were presented to us by the developers while seeking permission and what their affidavits say. If they have misrepresented the case, they will be penalized and also action will be taken against erring officers,” Deshmukh said.

"Many developers had undertaken the projects after verifying the land records and before going ahead with any action, they should be given a hearing. Ramnadi, July 2007:

Two dozen buildings constructed by prominent city builders stand on the Ramnadi river bed

“The layouts of these buildings were approved by the district collector and we (Pune Municipal Corporation (PMC)) had no choice but to approve the building plans,” was the repeated reply given by civic officials led by development engineer S.K. Thorat.

“They have grabbed around three lakh square feet of land,” Vikas Mathkari, leader of the opposition and Corporator Ujjwal Keskar alleged.

Because of the encroachments 48 meters width of the Ramnadi is reduced to 20 meters

Elaborating on the nature of encroachments, Prabhakar Deshmukh, District Collector, said some were constructed properties while some were in the nature of land plots. "We have supplied the information to the PMC and asked the officials to identify owners of these encroachments."

"It is the civic body which prepares and approves the development plan (DP) and sends it to the state government. So there is no question of the district administration neglecting to mention the river status," the district collector said.

Major alterations were made by civic officials in the originally approved DP

1. Dereliction of duties
2. Negligence
3. Ignorance of the laws
4. The original Development Plan tampered with
5. Major alterations were made

City-based environmental organisations, including Parisar, Gomukh, Indian National Trust for Art and Cultural Heritage (Intach), Centre for Development Studies and Activities (CDSA) and Centre for Environment Education, made charges against civic officials, irrigation department officials and the revenue department in the district collectorate.

Ramnadi, March 2004:

Pune Municipal Corporation would soon embark on a project to de-silt and beautify the Pashan lake

Municipal commissioner Sanjay Kumar, Corporators Tanaji Nimhan and Ramdas Kale, elected representatives from the Pashan and Aundh, civic garden department chief Y.S. Khaire, water department chief V.G. Kulkarni and mechanical department chief Uday Biniwale participated in the meeting.

While the mechanical department has been told to deploy its machinery to de-silt the lake, the garden department is expected to transport the silt to Aundh and use the same for the beautification of the Ramnadi (river) and its banks.

The Ramnadi, once the lifeline of Aundh, has now turned into a storm-water drain. So much so that newcomers to Aundh don’t even know that the river existed there once. As the Pashan lake has been lying unattended for several years now, the water department expects to excavate a large quantity of fine silt from it.

Kumar said de-silting would increase the water storage capacity of the lake, which was once used for supplying drinking water to Pashan and surrounding areas.

Nimhan and Kale suggested that the PMC should recondition the machinery at the Pashan water purification centre. This will enable the PMC to hold more water in the lake during the monsoons and supply purified water to Pashan, Someshwarwadi, Sutarwadi, Baner, Sus, Bavdhan and Balewadi areas.

Ramnadi, November 2003:

Pune Municipal Corporation has resolved to beautify the Ramnadi, which runs through Aundh and Pashan

Speaking to reporters here on Thursday, local corporator Tanaji Nimhan said the PMC will spend Rs 2 crore on the river beautification plan, which also envisages developing a garden along the 20-km-long river bank.

President of Vanrai, Mohan Dharia, will lay the foundation stone for the project at a function to be held near the Pashan water treatment centre, off Pashan-Sutarwadi road, on November 2, Nimhan said.

The project assumes significance, considering the Ramnadi has turned into a sewage canal and garbage dump over the years. “In fact, many local residents are not even aware of the fact that a river exists in this area,” Nimhan said, adding the project would be completed within the next two years.
