No headway in Chakan airport project

No Movement:

Even as the Mahratta Chamber of Commerce, Industries and Agriculture (MCCIA) have strongly advocated to the government to continue with the Chakan airport project and consider private investment, the officials at the Maharashtra Airport Development Company (MADC) are maintaining there is "no movement" in the project. A senior official from MADC said on condition of anonymity that nothing had happened in the project in the past five months.

"There are no new fresh orders and even after putting forth our report about the site not being appropriate for an airport, there has been no progress on alternative sites,"said the officer.

Plans for a dedicated international airport in Pune district, which have been locked in land acquisition issues at the present site Chakan, was to be taken up by guardian minister Ajit Pawar who had said that they were checking on alternative sites. However, the sites have not been finalized. (:Read More)

New Chakan International Airport - Appointment of Project Consultant - depends on who will be the next Chief Minister & how much time he takes!

Last Chief Minister:

On February 18, the Ashok Chavan-led state cabinet had given its administrative sanction to the international airport project, which is to be built on a public-private partnership (PPP) basis.

The state cabinet then resolved for naming the project as New Chakan airport

Approved the appointment of Maharashtra Airport Development Company (MADC) as a special planning authority (SPA) for land acquisition and development of the airport.

A seed money of Rs 200 crore was also cleared for the project.

The civil aviation unit of the state department for general administration has so far released Rs 75 crore of the seed money to the MADC and the latter had called tenders for appointment of a project consultant.

Six companies have filed their bids for the consultancy work that involves planning, designing, supervision and execution of the airport project. These include independent firms as well as consortia or joint ventures.

However, considering that the results of the assembly elections are on October 22 and will be followed by the government formation process, it will take some time for the MADC board of directors, which is headed by the chief minister (CM), to put its final seal of approval on the consultant recommended by the management.

The SPA has identified 3,300 hectares of land covering seven villages in Rajgurunagar for the airport project.

Proposed international airport at Chakan in Pune remains a non-starter

Almost six months after the state cabinet gave its nod to the Rs 200-crore seed money for the proposed international airport near Chakan, the agency implementing the project the Maharashtra Airport Development Company (MADC) has yet to receive the money

The seed money is critical for the appointment of a project consultant and acquisition of the project land that is spread over 3,300 hectares covering seven villages near Chakan.

Speaking to TOI on Tuesday, MADC general manager (airports) Ramesh Yaul said, "The land acquisition process will begin only when we get the seed money from the government. This has not happened so far."

The MADC a special purpose vehicle (SPV) initially raised for the multi-modal hub for international cargo and airport at Nagpur (Mihan) came in the picture in May last year when the government decided to transfer the airport project from its infrastructure development agency, the Maharashtra Industrial Development Corporation (MIDC), to MADC.

The MIDC had till then notified 2,565 hectares of land near Chakan and shortlisted two agencies for the techno-economic feasibility study and topographic survey and investigation, to facilitate the appointment of a project consultant. Based on MIDC's proposal, Pune's district collector had also started the process for acquiring land in the seven villages Chandus, Shiroli, Waki-Budruk, Koregaon-Budruk, Kiwale, Pimpri Thakur and Wadgaon.

Following the handover to the MADC, the entire cycle had to begin afresh, starting with the appointment of a consultant to fresh notification of land (since revised to 3,300 hectares as per MADC's preliminary report filed in July last year) and eventual implementation.

The project will also have to secure fresh clearances from the Union ministries of civil aviation, defence, environment and forest besides the director general of civil aviation. "Unless we appoint a consultant and get all the technical matters examined through the consultant's report, we cannot seek these fresh clearances," said Yaul.
