"It’s a game changer Bill,” Sachin Ahir, Minister of State for Housing
Yesterday, Monday, 16th July 2012, Maharashtra Legislative Assembly passed Maharashtra Housing (Regulation and Development) Bill 2012. Maharashtra Legislative Council, the upper house, for sure, will pass the same in this session only. Then The Bill will be sent to the President of India. The President's consent is expected in six months time. After the President's assent the law will come into force.
It means that, the trap is set! With the tempting bait of Housing Regulatory Authority and Housing Appellate Tribunal!! To lure the naive property buyers - to book a flat by giving away their hard earned money (mostly 20 per cent of the property price) to the builders and - spend next 20 years - or more - as the slaves of housing finance companies.
Yes! It's a game changer bill!! For years, the buying of a flat was only a 'mind game'. To win the game, builders & banks were spending crores of rupees to brainwash the property buyers to book a flat just by looking at the artist's impressions printed on glossy papers. Now, with this Bill, the mind game of buying a flat - is going to turn into a legal battle.

I was shocked to read what Minister of State for Housing said after the Bill was passed in the lower house. Mr. Sachin Ahir said that because of this Bill, the popular perception about the Maharashtra Government and public representatives would change. Now, the citizens of Maharashtra will never say that we favor the developers.
Come on, Mr Minister! Do you think 'hum doodh peete bacche hai?' Every citizen of Mumbai knows that Maharashtra Government works hard for the home buyers. Not only the current government but the past governments too. Way back from 1986! How can anyone forget Maharashtra Government's kind gesture of giving away 230 acre land in Powai Mumbai at the rate of Re 1 per hectare to Mr. Niranjan Hiranandani to develop affordable housing?
Out of 1,48,000 Mumbai Mill Workers, ask anyone about 6,984 houses constructed by Maharashtra Government. The mill worker will tell you that "Bhagwan Ke Ghar Der Hai Andher Nahin Hai" but in the Government of Maharashtra there isn't even Der. True, 1982 to 2012 is not really much time!
Same with the survivors of those who lost their lives in the Samyukta Maharashtra Movement - to form the state of Maharashtra. On this 52nd anniversary of Maharashtra, the governor announced free homes for them. Someday, we all know, they might get them too!
Every citizen of Republic of India knows that Maharashtra Government does not care only for the citizens of Maharashtra but also for the soldiers of the Indian Army. Particularly those who fought the Kargil war. Forgetting what they did for the Adarsh Housing Society is nothing more than humbleness of the all ex-chief ministers of Maharashtra. But the citizens of India will never forget their contribution.
Same with Pune! Kakade City on Karve Road proves that Maharashtra Government's target - I mean - interest is a common man.
Point is with Maharashtra Housing (Regulation and Development) Bill 2012, Government of Maharashtra has widened it's catchment area. Now, Maharashtra Government's interest is not only limited to a few lakh citizens of Mumbai or Pune, or a few hundred soldiers of Indian Army but every property buyer in Maharashtra.

1. Is this Bill applicable for only new constructions (i.e. after the law comes into force) or it is applicable for any ongoing construction ?
2. Will this law help reduce the property prices?

Delete1) No clarity about ongoing projects.
2) Certainly not. In fact, the builders will use this excuse to increase the property prices.
