Economically Weaker Sections of Pimpri Chinchwad could have to pay more to buy houses

PCMC may not be able to provide houses at concessional rates

Under the Jawaharlal Nehru National Urban Renewable Mission (JNNURM), the Pimpri Chinchwad Municipal Corporation (PCMC) has planned a Rs500 crore project, under which it would provide houses to EWS. Each of the dwellings would be of 550 square feet and will cost Rs1.5 lakh.

"But the civic body is facing hurdles in acquiring the land for the project at different places. At some places, the cost of the land is high and it would not be possible for the PCMC to sell houses for Rs1.5 lakh,'' maintained sources in PCMC.

According to PCMC officials, the objective of the project is to provide shelter to EWS under the housing scheme to the urban poor at concessional rates. It has planned to construct 13,250 houses. Read More:

Soon, high-rise buildings for Pimpri-Chinchwad

With the state government and the Centre giving a nod to construct buildings up to 70 meters (229 feet) and double the floor space index (FSI) respectively in Pimpri-Chinchwad, the industrial town will now see highrise buildings and densification along roads.

Pimpri-Chinchwad Municipal Commissioner Asheesh Sharma said on Saturday the height of buildings in the town would now jump from 36 metres to 70 metres. “The final approval came from the state government this month,” said Sharma.

He said the PCMC will double the FSI for buildings that will come up on both sides of the Bus Rapid Transit System (BRTS) routes.

“Buildings within a range 100 metres of the BRTS routes would benefit. Now, developers along these routes would get 1.8 FSI instead of 1,” he said. He said doubling of FSI is as enunciated by the Asian Development Bank (ADB). “The ADB has laid emphasis on doubling of FSI that will help in densification of BRTS routes. This would generate revenue for the civic body thereby helping it to fund the BRTS projects,” the civic chief said.

Sharma refuted the claims that the city which already is dense along major roads will further get accentuated. “We are acting as per international norms. It is a wrong notion that doubling of FSI will create problems,” he said.

City engineer Eknath Ugile said the central government has sanctioned four BRTS routes — Nigdi to Dapodi, Aundh-Ravet, Nashik Phata to Wakad and Kaledwadi to Dehu. Officials said Rs 750 crore has been sanctioned by the central government for the project, of which the PCMC has Rs 230 crore. Read More

Vadhu Budruk and Tulapur - 2 new garbage processing sites for Pune

To address the city’s garbage woes for next 10 years, the state government has decided on two more garbage processing sites for Pune city.

Among the several sites proposed by the Pune Municipal Corporation (PMC) through the Pune district collector to the state government, Vadhu Budruk on Nagar Road and Tulapur on Alandi Road last week got the final nod. A third site is in discussion.

A senior government officer said the two sites of 25 acres each have been approved and is awaiting formal sanctions.

The strike called by the villagers of Uruli Devachi and Phursungi ended on Friday after a long discussion with the district collector and civic officials. The villagers were also assured of a drinking water supply scheme to ensure that they receive good quality water. The open dumping of waste will also end by May 31.

Garbage piles to be cleared in a day: PMC:

After blocking garbage dumping for five days, villagers of Mantarwadi, Urali-Devachi , Phursungi and Bhekrainagar withdrew their agitation on Friday evening following discussions with the municipal corporation and the district officials.

“Immediately after the withdrawal of agitation, the Pune Municipal Corporation (PMC) has started cleaning operations and the about 5,000 metric tonne waste piled up in the city from Monday will be cleared by Saturday evening,” said Suresh Jagtap, head of the PMC’s solid waste department.

After the recent fire at the dumping site at Urali-Devachi and subsequent blocking of PMC’s garbage trucks by the villagers on Monday,the civic body has not lifted garbage in the city. Read More:

PCMC’s mechanised composting plant to start next month:

The Pimpri-Chinchwad Municipal Corporation’s (PCMC) ambitious mechanical composting project, which is expected to help it save Rs 4.75 crore on garbage processing, becomes operational in June. “The health department incurs an expenditure of Rs 2 crore on machinery and employees annualy and spends another Rs 2.75 crore on garbage processing,” Nagkumar Kunchagi, chief medical officer, said.

Kunchagi said that around 500 tonnes of garbage is generated in Pimpri-Chinchwad daily. This is dumped at the Moshi depot, spread over 80 acres. “It has a limited capacity and if the dumping continues at the present rate, we will soon run out of space. So we came up with the mechanical composting project at the garbage depot, which will help reduce the volume of garbage dumped at the depot,” Kunchagi said.

The project is being undertaken under the Jawaharlal Nehru National urban Renewal Mission at a cost of Rs 12.5 crore. The Union government has contributed 50% of the cost, the state government 20%, while the PCMC has borne the remainder of the expenditure.

“We will recover our investment in the first year itself. The PCMC will save Rs 4.75 crore annualy for the 20-year period during which the contractor will run the plant,” Kunchagi pointed out.

He added that the contractor will also earn carbon credits from the initiative. “He will pass on 25% of the carbon credits to the PCMC, which we can sell to generate revenue,” he added. Read More:

May 31 is the last day for securing a rebate on property tax:

The property tax rebate scheme is now running in its second year under which the civic body offers tax rebate to citizens as an incentive for paying taxes in April and May — the first two months of the new financial year.

A 10% rebate is offered to those whose tax is below Rs25,000 and 5% for those with property tax above Rs25,000.

A total of 2.80 lakh property holders have paid tax amounting to Rs177 crore between April 1, 2010 and May 29, 2010. Read More:

However, i was completely disappointed when Hitesh Jain told me over the phone that the all inclusive property price is Rs. 29 to 34 lakhs.

Like all of you, I also felt like, "after 3 years at job & 20 -25 k salary, dammit, you don't get a 2 bhk flat for 20 lakhs in Pune, xxxx xxx Pune builders" and calling Sachin Kulkarni of Vastushodh, "Any updates about 2 BHK Flat for Rs. 20 lakhs near Warje Pune?"

Pune Municipal Corporation to appoint a private agency for collection of property tax

The privatization of property tax collection is expected to fetch an additional revenue of around Rs 100 crore.


Property tax is one of the major sources of income for the municipal corporation.

There are over 6.68 lakh properties in the city, providing a tax revenue of Rs 375 crore to the civic body.

And 1 bhk for 19 - 22 lakhs in Nanded City Pune is not enough!," i said.

"What should be the solution? 2 bhk flat for 20 lakhs?," Sachin asked me.

"It will rock! 2 for 20!," i said.

From Sachin's answer, it was clear that he was already working on "2 BHK for 20 Lakhs!" So, i was curious to know about the progress, but i didn't bother him. Though, the visual in Convergys's appointment ad was pinching me to ask Sachin, "Whats up?" At last, yesterday, Sachin Kulkarni told me that "2 BHK for Rs. 20 Lakhs" looks possible! He has found a suitable plot near Warje Malwadi!

"Warje! Adjoining Kothrud! Where 2 BHK Flat goes for Rs. 40 to 47 lakhs?," I asked Sachin.

"I said Warje Malwadi! For a 2 BHK Flat in Rs. 20 lakhs, we have to go little ahead in that direction!," Sachin said.

"How much ahead?," i asked him.

"To the point where public transport is easily available!," Sachin Kulkarni said.

"Don't be evil!"

"Good! How are you going about it?," accepting that Sachin doesn't want to talk more about the location, i asked.

"Since, the budget is tight, i want to know the minimum expectations about area and sizes of a flat, specifications and amenities of the young property buyers. I want to tailer the project!," Sachin said.

"Good idea! Ask them. Talk to them. Form a Google Group and invite them to join!," i said.

"Why not Yahoo Group?," he said.

"Because you want to talk, not dictate. Right? You want to offer, not collect. Right? You are a builder, not commission agent. Right? So, go for Google - "Don't be evil"!," i said.

Midori Towers, Pimple Nilakh Pune - news update about construction of 4 extra floors without permission


Builder can pay a fine and regularize the construction but what about "changing the course of a nullah and pushing a floodline inside?"

How are Vikram Developers going to convince the property buyers, who have booked flats in Midori Towers at Pimple Nilakh Pune, that their life and investment is safe?

Pimpri-Chinchwad Municipal Corporation (PCMC) decides to impose a fine of Rs 50 lakh on Vikrant Developers to regularize the project, Midori Towers, Pimple Nilakh:


PCMC deputy engineer Vasant Kachi said the builder was granted permission for constructing eight floors 2007.

"However, it has been found that four floors of the three buildings of Midori Towers were constructed without permission," he said.

Kachi said the PCMC will impose a compounding fees on the builder to regularize the project as demanded by him.

"He had submitted his transfer of development rights (TDR) plan for the extra floors. If a TDR file is pending with us and a builder constructs illegal floors, he can get it regularized by paying a compound fees. Here, the builder faces a fine of over Rs 50 lakh, 20 per cent of the project cost," he said.

As per the news in today's Indian Express, Avinash Gaikwad, director of Vikrant Developers, said he will pay the fine. "My TDR was pending with the civic body and hence I constructed the extra floors," he said.

PCMC officials said the builder cannot sell the extra 36 flats till they are regularized.

Controversy about changing the course of a nullah and pushing a floodline inside:

Vikram Developers' Midori Towers, at Pimple Nilakh Pune, ran into controversy after Sena corporator Seema Savle produced documents procured under RTI showing that the project was accommodated by pushing floodline inside, changing the course of a nullah.

"The floodline has been changed as the builder is a relative of a former top irrigation official," alleged Savle in a letter to the CM and the Municipal Commissioner.

Gaikwad said no floodline has been changed.
"I had submitted the proposal in 2006-2007 and the floodline was marked in 2009," he said. Regarding the nullah, he said, "The PCMC is doing storm water treatment work and I will pay whatever is needed."

When this reporter (Nitin Brahme Pune Mirror) visited the site, (Wikimapia) he saw that the hill has been dug up and stones being filled into trucks. He also saw a huge number of JCBs, trucks and dumpers.

To add to this there was also a green net lying on the the hill to send a clear signal that ‘work’ was in progress. Among all this, was the office of Eiffel Olympia and a well constructed CC road.

RTI activist Vijay Kumbhar was one of the first people to bring to public notice that this informed that the hill near the Mugawade village was being destroyed.

He sent a letter to District Collector Chandrakant Dalvi demanding that the collector’s office should display all information about hills being destroyed on a website under Section 4 of the Right to Information Act as most hills surrounding Pune are being encroached upon.

Kumbhar told Pune Mirror that now developers are not only destroying hills but the Sahyadri Range too for their profit. He has asked people to be cautious when buying plots on such sites.

Bhausaheb Jadhav the tehsildar of Mulshi taluka said, “The land belongs to the Ridhi Sidhi Plantation Society. Just one year ago I noticed that the hill was being dug up and so I inspected the site. I fined the plantation society Rs 2 crore 34 lakh for carrying out minor mining.

The society did not pay this amount but approached the Bombay High Court and got a stay order issued. I have now got information about the selling of plots and digging up of the hill and have sent a stop work notice to the Ridhi Sidhi Plantation Society.

Jadhav said also added that he has asked the Ridhi Sidhi Plantation Society them to present the environment clearance certificate.

He added that the Ridhi Sidhi has a Non Agricultural (NA) land certificate, but his office has not received township project permission or hill station project permission.

Pune Mirror contacted the Eiffel Olympia office, but it was past the office timing and we could not speak to the concerned person. An employee, answered the phone and asked us to contact the concerned person today.

Citizens' voice is growing feeble - Radheshyam Jadhv

Public participation that dictates the success of development projects is shrinking in Pune. Unlike the 1990s, civic activism is now restricted to a few non-governmental organisations (NGOs) which again work in a limited way and the people whom these projects affect the most, are mostly missing, say observers.

This, at a time when a people's movement is most wanted, especially since the city has a heap of issues like poor public transport, water supply, lack of infrastructure and other development issues.

New home buyers may soon feel the pinch

Home buyers might have to shell out 10-15 per cent more for buying apartments in newly launched projects this year as developers are looking at passing on the hike in construction cost to customers, what with the recent surge in steel and cement prices.

While the pricing of completed projects or those under construction is mainly governed by the demand-supply situation, the input cost becomes a deciding factor in pricing new projects.

Steel and cement prices increased by nearly 15 per cent over the last six months. The two raw materials together contribute about 20-25 per cent of a project's cost.

"The impact of the rise in input costs comes with a time lag and so an over five per cent increase in prices can be expected in the coming six to nine months," Mr Param Desai, Research Analyst, Real Estate and Logistics, Angel Broking, said..
Property prices in cities with a large IT footprint, such as Bangalore, Pune, Gurgaon and Kochi were, however, likely to witness a higher price rise, to the tune of 10 per cent, on account of high demand, he observed.

Why did Viva Sarovar Ambegaon Pune receive huge response?

Tomorrow, you may afford only in Shirval!



Prasad Deshpande, Marketing Manager - Viva Sarovar, says because:
1) Beautiful Location of Jambhulwadi Lake and Mumbai Bangalore Bypass Bridge
2) Budget - 2 BHK Flats for Rs. 24 to 29 lakhs - approx all inclusive property price
3) Floor plan of a 2 BHK Flat - 800 / 850 sq.ft. saleable area - optimum utilization of the space - reasonable size of the terrace - attached to living or dining.

I didn't visit Viva Sarovar on the day of launch, Akshaya Tritiya, 16th May 2010. I visited soft launch of Kalpataru Spledour at Wakad. So, i couldn't see the bookings and a huge response. However, i accept Prasad's claims. He is telling truth. But, i am sure, he is not telling the complete truth. Prasad is trying to take 100% credit. He is completely ignoring one important factor - fear factor.

Young first time property buyers in Pune real estate market have realized that the property rates are not going to come down. In no time - even compact 2 bhk flat, of 800 sq.ft. saleable area, would be out of their budget. Their joint monthly income Rs. 40,000 to 50,000 would not be enough to buy a 2 bhk flat, not only in Pune - PCMC but even in the fringe villages - like Uttamnagar - Kondhwe, Ambegaon, Undri - Pisoli, Wagholi, Lohegaon or Sus.

If they don't book today, young property buyers in Pune have accpeted that, tomorrow they can afford to own a home only in the satellite towns of Pune - like Yavat on Pune Solapur Highway, Shirval on Mumbai Bangalore Highway and Rajgurunagar on Nashik Highway!

So, I am very much sure that, young property buyers did not miss an opportunity to book a 2 BHK Flat at Viva Sarovar, today! Those who booked were smart and practical, not at all romantic. Dear Prasad, give some credit to this fear factor! Thank Star City Shirval for putting hoardings all over your neighborhood - Satara Road, Sinhagad Road and Bibwewadi! What say you? Shouldn't he? Did you visit Viva Sarovar Ambegaon Pune?

Did you book a 2 BHK Flat for Rs. 24 to 28 lakhs (approx all inclusive property price) in Viva Sarovar Ambegaon Pune?



On this Monday and Tuesday, my blog on the launch of Viva Sarovar Ambegaon received maximum hits. So, out of all projects, launched on this Akshaya Tritiya, 16th May 2010, i decided to visit Viva Sarovar first.

I got down at Katraj Depot. Took a six sitter to Dattanagar Chowk. When i was walking on the Jambhulwadi road, i started wondering about the maximum hits for my blog on Viva Sarovar. When the launch ad was only in Sakal, Marathi Newspaper in Pune, and not in Times of India or in any other English newspaper, how come highest number of people searched Google to know more about Viva Sarovar and landed on my blog?

When i was amusing myself, i realized few more things about Viva Sarovar.

1) Like Amit's Bloomfield & Astonia Royal, Viva Sarowar was trying to present itself as if it is in Ambegaon! When it is not in Ambegaon Khurd or even in Ambegaon Budruk but in Jambhulwadi - or may not be even Jambhulwadi!

2) Viva Sarovar, has named itself as Sarovar - Lake, used lake in the perspective and in advertising but never mentioned the name of the lake - "Jambhulwadi Lake"!

3) The launch ad had the location map which showed both ways to reach Viva Sarovar -
1) from Sinhagad Road by Mumbai Pune Expressway and
2) from Katraj - Dattanagar - Jambhulwadi road. How many property buyers would have gone by Katraj - Dattanagar - Jambhulwadi road - like me, not so glamorous road out of these two and actually booked the flat in Viva Sarovar at the property rate of Rs. 2,650 to 2,800 per sq.ft. when most of the projects on the road were priced at Rs. 2,000 to 2,400 per sq.ft.?

However, from the point, when for the first time, I saw a small part of Jambhulwadi Lake and Mumbai Bangalore Bypass Bridge, i stopped thinking and lost myself in the view - till Mr. Prasad Deshpande, Marketing Manager, welcomed me in the site office of Viva Sarovar. Only to get completely hypnotized by the charm of the Jambhulwadi Lake, development at the site and the sample flat and property prices at Viva Sarovar.

If you had been there - then, for sure, like 125 other property buyers, you must have booked a 2 BHK Flat at Viava Sarovar. So, instead of asking you, "Did you visit...?", i should have asked you, "Did you book a 2 BHK Flat in Viva Sarovar?". Right?
