33 KeshavKunj at Keshav Nagar, Mundhwa is almost ready for possession!

Man proposes, God disposes.

Till yesterday, Mahesh was god's favorite child.

By the grace of God, two years ago, Mahesh had booked a flat at 33 KeshavKunj (www.crystalpropertiespune.com). Within his budget. At his prefered location Keshav Nagar, Mundhwa. His only son got admission in Orchid School. Mahesh got a good price for his old flat at Wakad.

Now, his new flat was ready. Exactly as promised by the builder. Crystal Properties. Finishing & construction quality of the flat was good.

On the auspicious day of Akshaya Tritiya, Mahesh had planned a pooja. His parents have arrived from the native place.

After the pooja, the architect will start the interior of the flat.

By the end of May, Mahesh will hand over his old flat and shift to his new flat at 33 KeshavKunj.

From June, his son will walk to school. Mahesh will come home early. He will spend more time with his family.

Everything was happening like a dream. Till Mahesh received that letter from the builder.

The builder's letter said that the possession may be delayed.
Of course, you can start the woodwork - but you may not be able to shift as promised earlier. The builder has announced.

For Mahesh - this was as good as - a letterbomb. He has sold his old flat. He has promised to vacate it by the end of May. He was going to lose his old home and not going to get the new one.

"We are going to become homeless," after reading the letter Mahesh told his wife.

"What about my school? Do homeless parents send their children to school?," his only son asked Mahesh.

"God, why are you punishing me? Am I not your favorite anymore?," Mahesh asked the builder.

"Yes! We also ask the same question - why are you punishing us?," said his builder and told him about the latest development in Pune real estate market. The formation of PMRDA. Pune Metropolitan Region Development Authority.

The town planning authority - which used to sanction the plans and give completion & occupancy certificate has stopped working. They have handed over the charge to PMRDA. So, now, we have to submit a new application to PMRDA.

Since, PMRDA has not yet started their operations - the completion & occupancy certificate may take some time.

Look - we have almost all NOCs. We have done our job. Honestly & Sincerely. Said the builder and showed him the file.

"You can do something - you have power," said Mahesh.

"We are builders. We are as human as you are," said the builder.

"In that case - who has the ultimate power? Whom should I appeal to? Pray?," Mahesh asked.

"We are doing our best. We will resolve this issue as early as we can. Trust us," said the builder.

Disappointed Mahesh called me - "Ravi, who is more powerful - Kasba Ganpati or Dagdusheth?"

"Depends! What is your wish?," I asked.

"Girish Bapat!," after hearing the complete story, I told Mahesh.

"Who is this new god?," Mahesh asked.

"He is Guardian Minister & Head of PMRDA!," I said.

"Is he the most powerful? Are you sure?," Mahesh asked.

"Yes! I am sure," I told Mahesh.

Still I visited 33 KeshavKunj at Keshav Nagar, Mundhwa (www.crystalpropertiespune.com). Submitted my report to Mahesh.

Builders are right. They have done their job well.

Particularly, appointing CQRA - construction quality monitoring services - www.cqra.com - was the most admirable initiative.

The builder has built the property. But, handing over that property to you - is not in his hands.
Possession is in the hands of God of PMRDA.

News about PMRDA - Pune Metropolitan Region Development Authority & PMC:


1) PMRDA formed to push projects on fast track

The green signal from Chief Minister Devendra Fadnavis to the formation of the Pune Metropolitan Regional Development Authority (PMRDA) is culmination of an idea floated four decades ago, said civic officials who hope it would help the Metro rail project and the Bus Rapid Transit System (BRTS) to progress fast.

The reason, they say, is that PMRDA will have overarching powers to play a role as a common planning and execution platform which would prevent overlap in plans or friction between planning authorities of contiguous civic limits. The PMRDA is expected to make project implementation easier, smoother and faster. Read More

2) Pune Metropolitan Region Development Authority formed after 18-yr wait

The PMRDA will cover Maval and Pune city entirely, taluka and parts of Haveli, Bhor, Daund, Shirur, Mulshi and Khed taluka of Pune district. It means that the authority will comprise Pune and Pimpri Chinchwad municipal corporations and Talegaon Dabhade, Lonavla, Alandi municipal councils along with about 100 villages spread across the district. However, Pune, Dehu and Khadki Cantonment Board areas are excluded from the PMRDA.

The PMRDA will be the planning authority and will prepare a development plan for Pune metropolitan region, the notification states. The PMRDA will control the development activities in accordance to the development plan and Town Planning (TP) scheme in Pune metropolitan region. The technical support for the same will be provided by the assistant director of TP, until PMRDA has its own staff.

"All development permission fees viz. scrutiny fee, premium charges, development charges, compounding charges etc. shall be deposited in the separate heads of the PMRDA as development fund and the authority will open a separate account for this purpose," states the notification. Read More

3) State to create land bank for PMRDA

The Pune Metropolitan Region Development Authority (PMRDA) will have a financial structure similar to its thriving counterpart in Mumbai, and the state government will work on making the authority financially sustainable by creating a land bank.

After the notification announcing the formation of PMRDA was issued on Wednesday, chief minister Devendra Fadnavis reiterated that the state government will emulate the Mumbai Metropolitan Region Development Authority (MMRDA) model for it, giving it powers to plan and execute integrated development for the Pune metropolitan region by raising funds. 4) पुणे विकास प्राधिकरणची घोषणा झाली; पण निधीचे काय..?

मुंबईत एमएमआरडीएची स्थापना जेव्हा करण्याता आली त्या वेळी एमएमआरडीएला मुंबईतील काही मोक्याचे भूखंड राज्य शासनाने दिले. त्या भूखंडांच्या विक्रीतून एमएमआरडीएला भक्कम आर्थिक पाया उभारता आला. त्या वेळी राज्य शासनाकडे स्वत:च्या ताब्यातील भूखंड होते. पुण्यात मात्र ही प्रक्रिया कठीण आहे.

पुणे आणि पिंपरी परिसरात मोकळे व मोठे भूखंड उपलब्ध करून देणे शासनाला शक्य होईल अशी परिस्थिती नाही. दोन्ही महापालिकांकडे काही जागा शिल्लक असल्या, तरी त्यांच्यावर त्या त्या महापालिकांच्या विकास आराखडय़ात आरक्षणे दर्शवण्यात आली आहेत. तेथे प्रकल्पांचे नियोजन असून, मुळातच महापालिकांच्या प्रकल्पांनाच जागा अपुऱ्या असल्यामुळे पीएमआरडीएला महापालिकांकडून जागा मिळण्याची शक्यता कमी आहे. 5) महानगर विकास प्राधिकरणाच्या अध्यक्षपदी गिरीश बापट यांची नियुक्ती

अधिसूचनेनुसार पीएमआरडीएच्या अध्यक्षपदी पालकमंत्री गिरीश बापट यांची नियुक्ती करण्यात आली आहे. पालकमंत्र्यांच्या अध्यक्षतेखाली स्थापन होणाऱ्या या प्राधिकरणाच्या समितीवर एकूण पंचवीस सदस्य असतील.

या सदस्यांमध्ये पुणे आणि पिंपरी या महापालिकांचे महापौर व आयुक्त, जिल्हाधिकारी, जिल्हा परिषदेचे अध्यक्ष आणि मुख्य कार्यकारी अधिकारी, मावळ, हवेली, भोर, दौंड, शिरुर, मुळशी, खेड, तळेगाव, लोणावळा व आळंदी नगरपरिषदांचे सभापती व मुख्याधिकारी, पिंपरी चिंचवड नवनगर प्राधिकरणाचे मुख्य कार्यकारी अधिकारी, महाराष्ट्र जीवन प्राधिकरणाचे मुख्य अभियंता, जमाबंदी आयुक्त हे या प्राधिकरणाचे सदस्य असतील. नगररचना विभागाचे सहसंचालक हे प्राधिरकणाचे सदस्य सचिव असतील.

6) PMRDA to tackle illegal constructions in fringes

"The PMRDA will be the main authority to tackle illegal constructions in Pune and Pimpri fringes. It will take over the survey of illegal constructions from the district collector and take action against buildings that have flouted all norms," said Pune guardian minister and PMRDA head Girish Bapat.

The district collectorate had started a survey of illegal buildings after one such structure, Pitaram Complex in Narhe village, collapsed last year. After initial enthusiasm, the district collectorate halted the survey citing staff crunch. The chief executive officer of PMRDA, Sudhakar Nagnure, said that once the district collector submits his report on illegal constructions, the PMRDA will set out to take the process forward. 7) Pune metro to get PMRDA push

Pune's guardian minister Girish Bapat, who heads the PMRDA, said he wants the new body to play a major role in building the metro project.

Bapat said that the PMRDA is looking at integrating various transport modes to decongest Pune city.

"There is a plan to complete the ring road as soon as possible and we are also looking for monorail and other modes that could be integrated with the proposed metro. Decentralization of population is a must to maintain quality of life in cities of Pune and Pimpri Chinchwad," said Bapat. Read More

    I have also the same story as of Mr. Mahesh. I am not sure what i have to do now. I am not blaming anybody and i am realizing that there are some issue with Government Policies for which Builder is facing problems to handover these flats to us. But Are they realizing our pain and uneasiness.
    Now at this point i am not what i have to do. Do i have to go for some hunger strike in front of
    Vidhanbhavan or just keep my mouth shut...!!!
    After reading your blog...i can say that now we have to wait for at least 6 month for our houses.
    At the end of the day...MANGO PEOPLE like us are only going to suffer...!!!

  2. I agree that citizens suffer due to changing policies. I don't understand why PMC has stopped granting occupancy and completion until PMRDA is capable of issuing it? I expect PMRDA to take 1 year to start doing it going by government speed of execution, unless God (Girish Bapat or CM) intervenes. By the way the project looks good. Thanks for sharing details about the project.
