Architect Vikas Achalkar is a Genius:


Yesterday evening, at Hill Shire Wagholi (www.hillshire.co.in), once again, I realized that Architect Vikas Achalkar is a genius. After many many months, on the day of launch, I saw a crowd of property buyers. Not only visiting & inquiring but - falling in love of the flat. Turned on by the price. Eager to grab the offer. It was an awesome experience.

From the day I read the press-note, I was sure that Hill Shire would be different. It would be a perfect housing solution for the 30,000 floating population of IT professionals working in Kharadi and East Pune. And you know what? When I saw the 3 BHK Show Flat of Hill Shire, I could not stop admiring Architect Vikas Achalkar's calibrated approach. His 'clarity of vision'. His bold solution.

My 1.5 kilometer walk - from Kesnand Phata at Wagholi on Nagar Road to the site of Hill Shire next to Konark Exotica - may have helped me to understand Architect Vikas Achalkar's property. When I reached the site of Hill Shire, I had already accepted that I am going to become a resident of "Peri-Urban Neighborhood" - means a neighbourhood which is somewhere between Urban & Rural.

Because of the multi story buildings and car owning people "Peri-Urban Neighborhood" of Wagholi looks like a village turning into - transforming into - urban neighborhood - but in reality, Wagholi is nothing but a backyard of Pune city. Where second grade citizens and urban utilities which require bigger land parcels are located - like educational institutions, hospitals, airport, transport terminus, wholesale market, ring road, industries etc.

Because it is not a part of urban city, like any slum in Pune, Wagholi does not have - & will never get - free and minimum supply of infrastructural services like water, electricity, sewage treatment, storm water or public health facility. Like the slum-dwellers in Pune, citizens of Wagholi are not a 'vote bank', but they are free to fantasize about water, power & drainage.

On my way, I accepted the fact that as per the current "financial caste system", I can not live in the multi story prime properties in Kharadi - in a well planned private township - Amanora or Magarpatta at Hadapsar - as well as, in the rundown neighborhoods of Wadgaon Sheri - or - in any slum on Solapur Highway.

At the same time, the speeding traffic on Kesnand Road made me aware about the exact social status of the property buyers at Hill Shire Wagholi. I am not a permanent part of any system - any society - any city. I am temporary help - support service. I am just a fuel of economic engine. Which can be shifted anywhere - anytime - as per the requirement.

Result is, by the time I reached Hill Shire, I was enlightened. I had become street smart. I had become floating population. I found 10 feet width of the living room familiar. Because that is the normal width of a pavement of any good road in any urban city. That's what I am - a pavement. Not the main street. Not the permanent full citizen. But a temporary second citizen.

The 10 feet x 20 feet living with siting and dining space gave the familiar feel of a footpath. I started feeling that I have come across what suits me to a tee. So, I visited the other rooms of the show flat and realized that all other visitors were feeling exactly like me.

It needs 'clarity of vision' to understand the sub urban / sub human-beings and 'boldness in approach' to design "footpath chaap flat" for them in a Peri-Urban Wagholi. It needs genius Architect Vikas Achalkar.

Yes, of course, it needs a developer who knows how to throw the names of HDFC, Axis Bank, and other banks in the ad - floating people do not cross check - and how not to talk about environmental clearance required for a project of this size - after-all, the Hill Shire is for the lesser human beings.

    Will it be a good decision to buy this flat or any flat in this area. I have enquired micassa at the time i visited hill shire.. micassa was launched last year and still the construction is not started because of some environmental issues. Is hill shire worth to invest and can be seen as a residential purpose after 3 years...

    Thanks for grate article & info.Personally my opinion is - we should buy ready possession flat with in PMC limit...let it be at handewadi road ( as cost is almost same to wagholi) & if have more money then go to PCMC area like Pimple saudagar, Hinjewadi or....

    1. As on date in 2015, Rates arent same. Wagholi may be next Hinjewadi. Reason being it started late. Right time to invest here. Please correct if I am wrong.

  12. Reasons for rejecting various other projects.
    - Rohan Builders - Reputed name/ all amenities/ same rate offered with floor rise/ Major issue - The location (its way too inside and the road which will connect EON IT Part with Nagar Road via Kesnand will increase the rates in couple of years in Wagholi but this project being 3.5 kms from the nagar the will take atleast 7 to 8 years for the area to get developed). Hence, rejected Rohan's project despite of the brand value. Loading is 30%.
    - Ivy Apartments by Kolte Patil – Rate offered is Rs. 3800 without floor rise. A straight away NO. Just being biggest in area across Wagholi cannot win them a market. (that’s what they are branding their projects based upon their project area which is 85 acres wide). The flats look like railway blocks or Govt. Quarters. Infra charges (5.75 lakhs) are huge which you may never recover when you resale it. Besides it, you end up paying 1.5 lakhs additional for convered car parking. The amenities provided are good but just imagine the total number of residents who will use the pools, gyms and the playing area once its occupied. Till the time they give possession, you will end up paying heavy rents in Pune + the interest to the home loan that you have availed. Possession date is Dec’2017 which will surely extend to mid-2018. There is more to it, think about the maintence per month that you would end up paying to maintain such a huge project. Magarpatta city being a success due to the Cybercity that they have created inside. Kolte Patil never has any such plans. Loading is 35%.
    Nyati – Boss, who gives 7.5 lakhs as infra charges, maintenance deposit and an additional maintenance every year despite of giving maintenance deposit. Where will the interest component of your deposit be used? Think over it. Builder is good but rates are way too huge and there is not clarity with them as well.
    The basic idea is: It’s not just about the builder and his history. You must see the location, the proposed projects there, the amenities and moreover the Infrastructure charges which you would never be able to recover right away when you sell. I wish you all best of luck.

    1. So Inder, which project would you suggest? I was considering a resale property in Konark Exotica, but they are including the parking lot space into the built-up area, so that's not right either.
      Ravi, do you think Guardian Green Meadows will be footpath chaap as well? :)

    Is it good to invest in their interest free EMI scheme. I cannot invest a big amount and also don't want to go for loan. I see this as an opportunity for enrolling in their upcoming projects for 1BHK.
    What say ?
